Guam visitors must distinguish G-CNMI ETA, ESTA and customs declarations

Guam’s regional visa-waiver authorisation, the wider US Visa Waiver Program and its electronic customs declaration serve different purposes. The correct choice depends on nationality, route and length of stay.

Choose the admission route before completing forms

Guam visitors should decide which immigration route covers their trip before completing the island’s separate customs declaration. The Guam–Commonwealth of the Northern Mariana Islands regional visa-waiver programme permits qualifying visits of up to 45 days, while the wider US Visa Waiver Program has a different eligibility framework and a maximum 90-day visit. This is a current practical guide to existing arrangements, rather than an announcement of a new November entry scheme.

US Customs and Border Protection’s official G-CNMI ETA application website identifies the regional programme’s eligible nationalities and required applicant information. The listed participants are Australia, Brunei, Hong Kong, Japan, Malaysia, Nauru, New Zealand, Papua New Guinea, Singapore, South Korea, Taiwan and the United Kingdom. Passport and additional eligibility conditions still apply. A residence permit in one of those places does not, by itself, establish that a traveller has an eligible nationality or travel document.

Prepare the regional authorisation in advance

The official G-CNMI portal requests a valid eligible passport, a traveller photograph, email and contact details, including the US contact for the trip. Hong Kong applicants may also need their Hong Kong identification card. Read the official eligibility guidance for the actual passport held, confirm the return or onward itinerary and ensure the carrier participates in the programme. Keep the application number so the result can be checked through the official service.

Japan’s Ministry of Foreign Affairs describes G-CNMI ETA as free and advises Japanese travellers to apply seven days before boarding, with authorisation obtained at least five days beforehand. Those are the ministry’s published planning instructions, not a guarantee of approval within a particular number of hours. Its Guam guidance also warns that the route used for admission matters: a traveller should not assume that possessing ESTA automatically converts a regional 45-day admission into a longer one.

The November 2024 CBP carrier notice confirms that the paper I-736 process was discontinued for the relevant arrivals from 30 November 2024. Older instructions telling travellers simply to complete a paper form should therefore not be used as the current boarding procedure. Verify approval before departure; submitting an application is a different event from receiving authorisation.

Use ESTA or a visa where the itinerary requires it

The State Department’s Visa Waiver Program resource explains that eligible travellers using the wider programme need approved ESTA and must meet its passport, purpose and other requirements. It permits qualifying tourism or business visits of 90 days or less. Nationality eligibility for that programme differs from the regional Guam arrangement. A traveller whose passport qualifies for one should not assume it qualifies for the other, especially where the journey includes another US destination.

CBP’s published travel FAQ says regional Guam-CNMI admission is restricted to the islands and is not permission for onward travel to the rest of the United States. Check the complete itinerary, including an intended connection through Hawaii or another US location, before choosing the regional route. Where a valid US visa is being used, confirm that its category covers the purpose of travel rather than buying an additional authorisation merely because a third-party site suggests it.

Neither visa-waiver route should be treated as permission to take ordinary employment. Travellers proposing work, formal study, a longer stay or activity outside the waiver conditions should use the State Department’s visa guidance for the appropriate category. Fees for ESTA or a visa are separate from the regional authorisation; confirm the current charge on the official application channel rather than comparing intermediary service prices.

Complete the customs declaration close to arrival

Guam Customs and Quarantine’s official January–March 2025 bulletin says its mandatory declaration became electronic-only on 4 February 2025. It allows completion up to 72 hours before arrival and describes one declaration per qualifying household family. Passengers unable to complete it beforehand can use airport baggage-claim kiosks before the customs counters. Use the declaration link on the agency’s government homepage and retain the resulting QR code.

That customs submission does not replace a passport, approved travel authorisation or visa. Review each traveller’s immigration documents separately even where a household shares one customs declaration. Before boarding, check names and passport details, the approved route, departure arrangements and the admission period sought. At arrival, answer questions consistently with the actual itinerary and retain the admission record showing the departure deadline granted by CBP.
