Families adopting from Haiti must establish whether France’s suspension covers their case

France continues to suspend international adoption procedures involving children habitually resident in Haiti, with a specific historical matching exception. Old visa checklists do not reopen the route.

Check the suspension before collecting a visa file

Families habitually resident in France pursuing an adoption involving a child habitually resident in Haiti should establish whether the French suspension applies before arranging a visa appointment or travel. France Diplomatie’s Haiti adoption guidance, updated on 29 July 2026, says the suspension remains in place until further notice. It cites insecurity and concerns about ensuring procedures meet Hague Convention safeguards.

The ministry says files must be transmitted through an authorised organisation accredited in Haiti, including intra-family adoptions. It also explains that private adoption is prohibited and warns that bypassing the Hague procedure can lead to visa refusal and non-recognition in France. An orphanage contact or family relationship is therefore not, by itself, an alternative route around the official process. This guide checks the continuing position on 4 November.

The exception depends on an official match by a historical date

The 16 March 2023 suspension order provides a precise exception: cases that had resulted in a match by Haiti’s central authority, the Institut du bien-être social et de recherches, by 15 March 2020. This is an official matching test, not simply a claim that the family had begun paperwork, travelled to Haiti or discussed a particular child before that date.

A family relying on the exception should identify the actual IBESR matching record and have its authorised operator establish how it is treated. The historical date is not a new filing window or a promise that every older case can immediately proceed. The order suspends the covered procedures until further notice; the sources reviewed establish no announced reopening date.

The adoption visa authority depends on where the adopter lived

France-Visas says the Mission de l’adoption internationale decides on long-stay adoption visas where a foreign decision authorises adoption and the movement of a minor to France by a French or foreign parent habitually resident in France. That identifies both the decision needed and the authority whose assessment matters.

It distinguishes adoptions made under the law of the country where the adopters themselves habitually lived abroad at the time. Subject to the decision’s regularity, those cases may instead be examined as an application for a French citizen’s foreign minor child or under family reunification. Do not select a visa category solely because an overseas judgment uses the word adoption. Give the consular authority the adopter’s residence history and actual decision when establishing the route.

Treat the Haiti document list as evidence for an eligible case

The ministry’s retained Haiti adoption-visa checklist asks for confirmed French adoption approval, Haitian civil-status records showing adoptive filiation, consent records, the child’s social, psychological and medical reports, Haitian and French agreements to continue the procedure, IBESR adoption authorisation and the court judgment. It also lists transcription evidence and the Hague compliance certificate.

The checklist requires the child’s passport bearing the adoption notation and immigration seal, a signed long-stay visa form and two recent photographs measuring 3.5 by 4.5 centimetres on white. It refers to the court judgment’s enforceability after a one-month appeal period and allows additional case-specific records. That historical checklist helps identify missing evidence in a case permitted to continue; its existence does not override the suspension or establish that new applications are accepted.

Confirm the fee and appointment arrangements for the actual route

The French public adoption agency’s visa guidance describes a long-stay adoption-visa request after completion of the local procedure and gives a EUR 15 fee. Applicants should confirm that the quoted adoption category applies to their file; it is not a charge for permission to bypass a suspended procedure, and other visa categories may have different charges.

The Haiti page on France-Visas lists [email protected] and +509 29 99 90 00 for consular assistance. Its general appointment instructions describe personal attendance and the visa form, passport and organised supporting file. The page also contains older calendar information, so its published address and generic appointment description should not be treated as confirmation that an adoption appointment is currently available. Resolve the suspension exception and competent visa category first, then obtain current receiving instructions through the official service. No direct consular response or individual processing deadline was obtained.
