The June reform changes the passport-renewal task

India launched the electronic Overseas Citizen of India card on 30 June 2026. The Ministry of Home Affairs announcement removed the requirement to obtain another physical OCI booklet when receiving a new passport after age 20. Existing cardholders must nevertheless update their passport-related particulars online whenever a new passport is issued. This is a current guide to that arrangement, rather than an announcement of a new October policy.

The practical consequence is that passport renewal and OCI record maintenance remain separate tasks, although replacing the booklet is no longer the routine answer. A traveller who previously received instructions about a one-time physical reissue after turning 20 should compare them with the June government announcement before paying for an older procedure. The Press Information Bureau release establishes the reform date and its distinction between updating records and replacing a booklet.

Use the miscellaneous service for the new passport

The Ministry of Home Affairs Miscellaneous FAQs direct registered cardholders to the official OCI portal. For a new passport, the supporting records include the OCI card, the new passport and the old passport. A copy of the old passport need not be enclosed where the passport authority has not returned it. The application also requires the prescribed photograph and signature uploads. Other changes, such as a name change, require evidence supporting that particular amendment.

The same FAQs describe passport updates submitted within three months of receiving the new passport as free, with a US$25 fee after that period. This is a record-update deadline, not a published promise that every request will finish before a planned flight. Check the issuing and receipt dates immediately and retain the submission acknowledgement; a family should track each member separately rather than assume one application updates every card.

Spouses and age-related instructions need careful reading

The High Commission in Nicosia explains that no new physical booklet is required solely because a holder receives a new passport, including after turning 20 or 50. Its revised guidance directs applicants to the current portal requirements for the relevant age group. Foreign-origin spouses registered through marriage must update their details each time a passport is issued and may need a continuing-marriage declaration and the spouse’s Indian passport, or foreign passport and OCI evidence.

These instructions concern people already registered as OCI cardholders. They do not make every foreign national eligible for OCI registration and do not replace the separate assessment for a first application. Where an older consular checklist still requests a physical reissue solely because of age, obtain clarification from the responsible mission using the current e-OCI guidance. Do not resolve contradictory instructions by submitting duplicate applications.

United States applicants must distinguish the fee from payment completion

The Indian Consulate in San Francisco’s 16 June advisory gives a specific United States procedure. It requires updating US passport particulars after each renewal and lists late-update charges of US$25 consular fee, US$3 welfare fee and US$19 VFS service fee. Those figures describe that jurisdiction’s process; they should not be converted into a universal overseas price.

The advisory says to complete the online miscellaneous application first, pay online through the designated VFS arrangement and retain confirmation. Processing of a chargeable update depends on receipt of payment confirmation, so merely submitting the application does not finish that workflow. It also describes biometric collection after a new passport obtained above age 20, through the mission or relevant Indian authority. Use this advisory to identify the payment and biometric steps applicable to the US case.

Download the approved record and resolve access problems before departure

The official e-OCI FAQs distinguish a free digital download from an amendment: changed particulars appear after the update request is approved. Downloading the existing record does not itself correct an old passport number or confer additional immigration rights. Log in with the email linked to the OCI record, generate the card and check the displayed particulars against the approved application.

If that email is inaccessible, the portal provides an email-update facility; families can link multiple cards to one account only after the required individual updates. The FAQs also explain that a digital card does not invalidate existing OCI status or remove travel-document requirements. Save the approved record, carry the required current passport and check the airline’s document instructions before departure. A missing record or unresolved discrepancy should be raised with the responsible mission or designated helpdesk before travel, rather than treated as automatic approval.
