Indonesia diaspora dialogue raises citizenship proposals while GCI remains a residence route

A 1 November government account records proposals from diaspora representatives. The existing GCI framework grants residence while retaining foreign nationality; the dialogue is not evidence that full dual citizenship has been enacted.

The Hong Kong dialogue records proposals rather than a new entitlement

Indonesia’s Ministry for the Protection of Migrant Workers reported a Hong Kong dialogue on 1 November 2026 addressing migrant protection, population records and diaspora citizenship. Its account records proposals from the Indonesian Diaspora Network Global, including full dual citizenship for former Indonesian nationals and descendants, a broader diaspora definition and more flexible nationality-choice timing for children of mixed marriages. These are proposals raised in the forum, not a confirmed new citizenship law.

That distinction matters for families making immediate residence or travel decisions. The published account does not establish that a former citizen can now obtain an Indonesian passport while automatically keeping another nationality, nor that the suggested age limit or generational scope has become operative. Readers should use the ministry’s dialogue report to understand what was discussed and the immigration authority’s existing GCI guidance to assess the route presently described. A proposal about future citizenship should not be substituted for the conditions of an application being made today.

The January GCI launch preserves foreign nationality

The Directorate General of Immigration formally launched Global Citizen of Indonesia on 26 January 2026. Its official announcement describes indefinite permanent residence for qualifying foreigners with Indonesian connections while leaving their foreign citizenship unchanged. The listed groups include former Indonesian citizens, descendants up to the second degree, qualifying spouses and children of mixed marriages, with family-reunification arrangements. GCI is therefore a residence framework; its name does not itself turn the holder into an Indonesian citizen.

The launch announcement directs applications through the official electronic-visa system and identifies the relevant E31 and E32 categories. Selecting the right category is substantive: a former citizen, a descendant and a person joining a family member do not establish eligibility with identical facts. Before filing, identify the relationship or previous nationality being relied upon and check that category’s official evidence requirements. Do not infer that the broader fourth-generation proposal discussed in Hong Kong has expanded the existing second-degree description in the launch guidance.

Financial guarantees differ from ordinary Golden Visa investment

Immigration’s February comparison of GCI with the Golden Visa explains that the programmes have different audiences and mechanisms. GCI focuses on diaspora and family connections, while the Golden Visa centres on investment or other specified contributions. The comparison describes GCI’s indefinite stay with reporting every five years, as distinct from the Golden Visa’s five- or ten-year periods. An investment figure quoted for a Golden Visa should not be imported into a GCI application.

The comparison identifies income evidence for the relevant diaspora routes, giving approximately USD 1,500 monthly or USD 15,000 annually, and distinguishes investment-commitment routes from special-skills cases supported by central-government invitation and guarantee. These are the published alternatives, not an arithmetic claim that the two income figures are equivalent. The January release also identifies a financial-guarantee exemption for specified family-reunification applicants. Confirm the category before placing funds or buying property. The sources checked do not establish a single verified current application-fee total for every category; obtain that amount from the official application process rather than a third-party promise.

Complete arrival formalities without confusing them with approval

The official All Indonesia guidance describes the integrated declaration covering immigration, customs, health and quarantine information. It provides the government website and mobile applications and allows completion from three days before arrival. Immigration’s GCI launch specifically requires the declaration for applicants wishing to use autogates. The declaration and a GCI visa serve different purposes: arrival information does not prove that the residence application has been approved.

For an illustrative former citizen planning to settle, the useful sequence is to establish the qualifying GCI category, supply its evidence and meet any confirmed guarantee conditions, then follow the approved visa and arrival instructions for the actual journey. Keep the passport, electronic approval and relevant family or former-nationality records consistent. The Hong Kong account records requests for reform; it does not give a commencement date for the proposed full dual-citizenship entitlement. A subsequent proposal to reform citizenship is not permission to disregard the residence route’s conditions. Resolve category, documents and payable charges before committing to travel.
