Italy Flussi 2027 applications: December preparation deadline and employer duties
Deadline follow-up: Italy’s employer preparation window is open until 7 December. Preparation does not submit a work-permit request, and later confirmation duties also require attention.

Preparation is open for next year’s work quotas
Employers seeking to recruit non-EU workers through Italy’s 2027 Flussi programme can now prepare applications through the Interior Ministry’s ALI portal. The window opened on 23 October and closes at 20:00 on 7 December 2026, according to the government migration portal’s 22 October reminder. This is a deadline follow-up to an open preparation phase, not an announcement that work visas are already being issued for next year’s quotas.
The Labour Ministry’s 1 October announcement separates 76,200 non-seasonal employee entries, 89,000 seasonal entries and 650 self-employed entries. Those figures are national allocations rather than places guaranteed to an individual employer. The four employer forms cover agricultural seasonal work, tourism seasonal work, non-seasonal employment in specified sectors and family assistance. Self-employment should not be forced into one of these employee forms.
Choose the correct submission date
The Ministry’s announcement identifies four opening dates in 2027: 12 January for agricultural seasonal work, 9 February for tourism seasonal work, 16 February for the specified non-seasonal sectors and 18 February for family assistance. The operational instructions put each opening at 09:00. These are Italian local times; employers coordinating from Pakistan should check the time conversion for the relevant date.
Applications remain possible until 31 December 2027, subject to quota availability. That final date does not reserve a place for someone who prepares a form now. The practical distinction is between drafting the employer request in autumn, transmitting it on or after the appropriate opening date, and obtaining the resulting authorisations. Each step has a different purpose.
Resolve identity and certified-mail checks early
The government’s detailed preparation instructions explain how to enter the reserved ALI area using SPID or CIE and select the Flussi application section. Employers must enter the relevant tax identifiers and pass checks connecting the representative with the business or entity. A failed preliminary verification prevents access to the application, so this should be tested before the final preparation day.
After successful checks, an activation code goes to the employer or representative’s registered PEC certified-mail address. The instructions identify INI-PEC and INAD as the relevant registries for different applicants. The code activates the selected form. Some fields arrive from public databases later; filling the visible fields immediately therefore may not finish the application. Use the instructions to check that the saved form reaches the status indicating readiness to send.
December reopening only completes existing drafts
The same instructions provide a restricted reopening from 09:00 on 9 December to 20:00 on 13 December. It allows completion and correction of previously entered applications, not creation of new requests. The section is unavailable on 8 December. Employers should finish initial preparation by 7 December and use the limited reopening only for the permitted outstanding work.
Joint circular 7185 also brings Kenya into the listed source countries from 2027 following the migration and mobility memorandum signed on 2 July 2026. Other nationality reservations and sector conditions remain governed by the programme. This does not make every occupation or every nationality eligible, and EU free-movement employment is outside this non-EU quota preparation exercise.
Track employer confirmation, documents and the visa stage
The circular highlights a fifteen-day deadline for employers to confirm the clearance request after notification that visa checks have concluded. Failure to confirm results in refusal of the request and revocation of clearance already issued. It also describes fifteen days after entry to sign the residence contract and transmit it electronically. Employers must promptly inform the worker of communications concerning clearance.
For the later consular stage, Italy’s Budapest embassy salaried-employment checklist illustrates confirmed requirements: passport, residence evidence for applicants there, completed form, work agreement, accommodation, photograph and insurance. It lists a EUR116 visa fee, payable there in Hungarian currency. That local payment procedure is not universal. Workers should obtain the checklist from their own responsible consulate after clearance; preparation on ALI neither replaces the visa application nor guarantees its outcome.
