Apply while the study permission is valid
Non-EU students already in Italy who have an employment offer can seek conversion of their study residence permit without waiting for an annual immigration quota. The government integration portal explains that the 2023 reform removed the quota condition. This current-rule guide concerns an existing resident moving into employment, rather than an employer bringing a new worker from abroad.
The portal distinguishes university study from vocational training and internships. A university student may seek conversion before completing the degree, master’s or doctorate course. A vocational trainee or intern normally needs to complete the relevant programme first. The ordinary instruction is to apply while the permit remains valid. Although the portal notes a court decision allowing flexibility in certain late cases, that qualification is not a general grace period or evidence that a particular expired permit can be converted.
Prepare the employment proposal and the local appointment file
The employment proposal must identify the employer, applicable collective agreement, duties or level, working hours and place of work, according to the integration portal. An offer with no usable contract details should therefore be completed before submission. The person seeking conversion or an accredited helper files electronically through the Interior Ministry portal for the immigration desk in the province of residence.
Bologna prefecture’s conversion instructions describe a subsequent appointment booked through the portal after a positive assessment. Its published checklist includes the applicant’s still-valid study or internship permit and passport, originals and copies, and an internship completion certificate where applicable. It also identifies a EUR16 duty stamp for the residence-permit stage. The employer attends to sign the residence contract, or sends a delegate whose authority to sign meets the stated requirements. Applicants outside Bologna should use their own provincial desk’s appointment instructions rather than assume that a document-upload receipt completes the entire process.
Distinguish the electronic request from the postal-kit receipt
Friuli Venezia Giulia’s regional procedure expressly warns that the receipt generated by the electronic conversion application is not itself a residence document, unlike the postal-kit submission receipt. Its sequence involves the competent immigration desk, a technical assessment and, following a favourable result, the residence contract and postal forms for the police authority to issue the employment permit.
The regional page describes a job lasting at least six months. Its opening explanation speaks of work above 20 hours weekly, while its detailed requirements use at least 20 hours. The national integration guidance specifies more than 20 hours in the proposed contract for this conversion. Someone offered exactly 20 hours should establish whether conversion is appropriate with the competent desk rather than infer eligibility from the regional wording alone. The regional procedure also gives ten days to respond to a reasoned notice proposing rejection; that response period is distinct from the original permit-expiry deadline.
Budget for the document and postal costs without adding an exempt contribution
The government’s general residence-permit guidance lists EUR30 for the postal service, EUR16 for the duty stamp and EUR30.46 for the electronic document. It separately identifies a duration-based contribution, normally EUR40 or EUR50 for the listed ordinary permit lengths, but exempts conversion of a permit that is still valid from that additional contribution.
The distinction matters when comparing a conversion with an ordinary new permit or renewal. The three listed basic amounts total EUR76.46 for a file using those postal and electronic-document services; exemption from the additional contribution does not make those separate costs disappear. Use the official payment instructions supplied for the actual file. The same general guide says a postal acceptance receipt has legal value with identification and provides credentials for following the application. It does not convert every earlier online acknowledgement into that postal receipt.
Treat an older quota instruction as historical
Florence prefecture still publishes a page explicitly headed as a 2021 study-to-work conversion procedure. It describes waiting for the annual quota decree, with exceptions for graduates or people reaching adulthood in Italy. That predates the national reform described above.
The later government explanation removes the numerical-quota condition for these conversions generally, while retaining the distinction between university courses and completed vocational training. A student should therefore not postpone a valid-permit conversion until a quota opening solely because of that older Florence page. Ask the competent desk about current filing and supporting documents if its local instructions retain the old wording; neither source establishes approval of an individual employment offer.
