Kosovo citizens in Britain should distinguish emergency return documents from replacement passports

Choose a return document or replacement passport with the consulate

Kosovo citizens in Britain whose passport is lost, damaged or expired should tell the London consular service whether they need an urgent journey home or a replacement passport. These are different applications. The embassy lists a return travel document at EUR40, compared with EUR100 for an adult passport and EUR60 for a child's passport. Those are the London schedule's published figures, not a universal price for every Kosovo mission.

For the return document, London lists an application, two photographs, identification and residence-permit copies, and the police report when the passport was lost. A damaged or expired passport, or another document demonstrating Kosovo origin, forms part of the evidence described. Applications are personal. Contact [email protected] before travelling to the office: the page displays conflicting London addresses, so its map alone does not establish the current receiving location.

Check the one-way limit and the office-specific fee

The Kosovo mission in Turkey expressly describes the emergency travel document as valid for one month from issuance and for a one-way journey to Kosovo. That instruction explains why someone planning to return abroad should discuss a replacement passport as well as the immediate trip home. It is not evidence that an emergency document permits an onward holiday or guarantees acceptance by a transit country.

The Turkey instructions list payment evidence for EUR30, unlike London's EUR40 schedule. They direct personal applications to the consular service in Ankara or the consulate general in Istanbul. For a minor, the requirements include parental passport copies and, where the child has no passport, a birth-certificate copy. Both parents must attend, or the attending parent needs the other's notarised authorisation or the stated divorce and custody evidence. Families should resolve attendance and custody paperwork before selecting a departure.

Keep the police report usable for the full replacement application

The Interior Ministry's current passport procedure identifies Administrative Instruction 01/2024 as its basis. For adult replacement applications after loss, it calls for the original police report or a copy certified by a notary or court; theft requires a police-report copy. A report in a foreign language must be translated into one of Kosovo's official languages. Keep the original and arrange the required translation rather than assuming a photograph of a British report completes the replacement file.

The ministry also describes a specific overseas-loss procedure: the diplomatic or consular mission requests verification and a case number from ILECU, then issues the loss-reporting certificate after verification and sends it to the relevant document centre. Ask the mission which reporting evidence it needs in the individual case. This is a verification step, not a published promise of same-day replacement. The adult applicant normally attends personally with a valid identity card or the identity-card application form. Adult collection can be personal or through an original authorisation certified by a notary or court; arrange that evidence if someone else will collect.

Prepare the later return to Britain separately

For a Kosovo citizen who holds UK immigration permission recorded as an eVisa, the British government's travel guidance requires a valid passport or travel document added to the UK Visas and Immigration account. Personal details must match both that account and the passenger information supplied to the airline. Receiving a new Kosovo passport therefore creates another practical task: update the linked travel document before the return journey.

The UK guidance warns that incorrect details can prevent boarding or delay entry. An eVisa records immigration status; it does not replace the travel document. A travel share code can provide additional status evidence and is valid for ninety days. As an illustrative sequence, a resident returning to Kosovo with an emergency document should arrange the replacement passport and check its account linkage before attempting the flight back to Britain. Neither a consular application receipt nor the published emergency-document fee establishes permission to re-enter the UK.

Use the separate UKVI account-update instructions to change the replacement passport details, with access to the sign-in phone number or email. That service cannot change a passport or travel document while a visa application decision is pending; affected applicants should use the linked UKVI support route before relying on an update.
