Kosovo family-residence applicants face different financial tests according to the sponsor
The ministry’s published means-of-subsistence table distinguishes reunion with a foreign resident from marriage or cohabitation with a Kosovo citizen.

Identify the sponsor before applying the EUR6,000 figure
Kosovo’s published family-reunification guidance makes the sponsor’s status important when preparing financial evidence. The Ministry of Internal Affairs’ means-of-subsistence table specifies annual financial turnover of EUR6,000 for a foreign national reuniting with another foreign national who holds a Kosovo residence permit. For a foreign national marrying or cohabiting with a Kosovo citizen, it instead says there is no specified amount, only the means presented by that citizen. This is a current explanation of existing requirements, not a new November threshold.
That distinction does not mean a citizen-sponsored family can omit financial evidence. The family checklist still calls for sufficient subsistence, which may be supported by a bank statement, employment contract or other evidence. Use the financial table to identify the applicable category before comparing the household’s documents with a number found online. An illustrative spouse joining a foreign resident should not rely on the citizen-spouse wording simply because both applications concern family life.
Relationship, passport validity and housing each need their own evidence
The ministry’s dedicated family-reunification checklist requires a travel document valid for at least three months beyond the requested residence permit. Check that margin against the period being requested, rather than only checking that the passport remains valid on arrival. The list also requires the citizen’s or sponsor’s identification and the relevant marriage, family-union or child-birth certificate, with adoption or guardianship evidence where applicable.
Housing must be documented through ownership evidence or a notarised rental contract, with adequate living space under the applicable standards. The checklist additionally asks for a no-conviction certificate from the nationality or last-residence state, translated into an official language, and health insurance. Vaccination evidence is identified for arrivals from countries where an epidemic situation has been declared. These are separate evidential questions: a marriage certificate does not establish accommodation, and a rental contract does not prove the family relationship. Use the checklist to organise the file by purpose and clarify any unusual relationship or custody situation before submission.
An entry exemption does not itself grant family residence
The official Kosovo embassy visa resource distinguishes a short-stay application from the long-stay D form. It also describes specified visa exemptions, including entry for up to 15 days for otherwise visa-required nationals holding a valid biometric Schengen residence permit or valid multiple-entry Schengen visa. That limited entry concession should not be treated as the family-residence decision or as permission to remain indefinitely.
The visa resource lists EUR40 for a C visa and EUR80 for a D visa, with specified exemptions, and directs applicants to the relevant mission for payment details. These are visa charges, separate from the ministry’s temporary-residence charge. A family should establish whether the applicant needs a visa and which mission can accept the application before assuming the residence checklist is the only preparation required. The page also states that a visa alone does not guarantee entry and that additional supporting evidence may be requested. Use it for admission arrangements, while keeping the residence decision with the responsible domestic authority.
Renewal timing and documents differ from the initial family file
The ministry’s temporary-residence service page lists a EUR30 charge for family reunification. For an extension that keeps the same purpose, it identifies a valid travel document, sufficient financial means, a certificate showing no conviction by a Kosovo court and health insurance. Note the distinction from the initial checklist’s foreign criminal-record evidence: the lists address different stages and should not be interchanged without checking the applicable procedure.
The service page says the extension request must be presented within the 30 days before the temporary permit expires. Diary that window against the permit actually issued, and prepare any court or insurance evidence in advance so the filing is ready when needed. A planned extension is not a completed extension, and the sources reviewed here do not establish an automatic grace period after expiry.
Before paying, confirm three points with the relevant authority: the sponsor category, the entry route and the initial-or-renewal stage. Those answers determine which financial table, visa instructions and document checklist the family should use. They also prevent a short-stay exemption or another household’s fee concession from being mistaken for a residence entitlement.
