Kuwait residents changing passports need separate residence-transfer and Civil ID checks

Current guidance distinguishes moving an existing residence record to a new passport from renewing the identity card, with an additional consular step for former Indian nationals changing nationality.

A new passport does not automatically update the residence record

Kuwait Government Online lists a specific Transfer Residence to New Passport service for moving a valid residence permit between passports. This current procedural guide concerns that existing document service, not a new November immigration concession. It is relevant to foreign residents replacing a passport and especially to people whose new document also reflects a nationality change. Those situations require checking the immigration record as well as the travel document.

The Kuwaiti service description requires the designated residence application, duly completed and signed, and the old and new passports with copies. It specifies that the residence permit must be valid and that the person concerned or the relevant government representative attends. The published fixed and variable fees are both zero. That listing should not be interpreted as renewing an expired residence permit: the service describes a transfer of an existing valid permission. Applicants with an expiry problem should establish the appropriate residence procedure separately.

Civil ID renewal is a different application with different evidence

The Public Authority for Civil Information’s expatriate Civil ID renewal service requires a valid civil number, valid passport and residence extract. The official listing provides Sahel, PACI electronic services, in-person access and the published automated telephone or text channels. It limits that ordinary route to applications without a photograph-change request and lists a KWD 5 fee, with a separate 50-fils text-message charge where used.

PACI also publishes a distinct electronic service for a non-Kuwaiti Civil ID renewal with a photograph update. A resident should therefore identify whether the task is an immigration passport transfer, an identity-card renewal or a renewal requiring a new photograph before choosing the service. For illustration, receiving a new passport does not by itself establish that an otherwise valid Civil ID needs the same transaction as an expiring card. Compare the records and use the relevant authority’s instruction for the discrepancy rather than submitting several unrelated applications speculatively.

A nationality change can add an embassy document requirement

The Indian Embassy in Kuwait’s citizenship-renunciation and passport-surrender guidance, updated on 18 October 2026, addresses former Indian nationals who have acquired another nationality. It instructs them to surrender the Indian passport and not travel on it after acquiring foreign citizenship. The page lists a separate no-objection certificate for transfer of residency, charged at KWD 7 plus KWD 1 for the Indian Community Welfare Fund.

This consular certificate is separate from Kuwait’s passport-transfer service and from the Indian passport-surrender charge, listed as KWD 13 plus KWD 1 for the fund. The embassy directs applicants to submit the online form, print it and attend with originals and self-attested copies. Its document list includes the foreign and Indian passports, valid Civil ID, attested naturalisation certificate, photograph and the specified witness documents. The immediate action is to prepare the correct consular file and confirm how the Kuwaiti authority will record the nationality change; the embassy’s fee does not purchase Kuwaiti residence approval.

Check travel validity and resolve timing before departure

For British citizens, the UK Government’s Kuwait entry guidance distinguishes the passport validity needed to enter from the longer validity needed when applying for a residency visa: at least six months after arrival for entry and at least two years for the residency application. Those statements concern the British-passport circumstances described in that guidance. They should not be turned into an invented universal deadline for every resident’s passport-transfer request.

The separate Living in Kuwait guide directs residence-application questions to the Kuwaiti authorities and makes clear that the British Embassy cannot handle Kuwaiti visa or residence applications. Residents should consequently resolve a mismatch in passport number, nationality or residence evidence with the responsible Kuwaiti service before travel. The reviewed transfer listing does not publish a guaranteed processing time or a common deadline measured from passport issuance. This absence does not create an exemption: establish the current instruction for the actual case, retain submission evidence and distinguish the residence expiry date from the validity printed on the new passport.
