Laos requires different approvals for foreign investors and employees
Current Lao investment guidance separates investor visas from employment visas. Applicants should establish their role and obtain the sponsoring company’s approvals before arranging a move.

Establish whether the application concerns investment or employment
Foreign nationals moving to Laos to invest or take employment should first identify the correct category with their sponsoring enterprise. The government’s Investment Promotion and Management Committee distinguishes the NI-B2 or I-B2 investor category from LA-B2 for foreign employees. Its published guidance requires legally approved investment and identifies separate conditions for shareholders, company managers and technical staff. This is a current procedural guide, not an announcement of a new visa programme on 2 November.
A shareholder should be recorded in the company’s constitutional documents and obtain the relevant certification. A director or deputy director who is neither an investor nor a shareholder must first arrange a work permit. Employers seeking foreign technical personnel must obtain the necessary labour approvals. The committee’s visa and stay-permit resource helps the company identify the responsible investment and labour authorities; a senior job title alone does not establish investor eligibility.
Arrange sponsorship before travelling
The United States International Trade Administration’s Laos business-travel guide, published on 15 January 2026, says business visas must be organised in advance. A company or individual sponsor contacts the Lao Ministry of Foreign Affairs to request permission and provide a guarantee. For the Washington application route described there, ministry approval is transmitted to the Lao embassy before the traveller applies.
The guide estimates one to three months for that process. This is planning information rather than a promised decision deadline or a universal timetable for every nationality and consulate. Applicants using another embassy should ask where the approval will be sent and when the passport can be submitted. An intended employment start date should allow for sponsorship and subsequent permissions, rather than assuming that a short tourist admission completes the process.
Prepare a company request that explains the actual work
France Diplomatie’s business-travel guidance, updated on 15 September 2026, describes a company letter requesting a foreign-worker quota and explaining why overseas personnel are needed. It specifies the enterprise name, the proposed workers’ passport details and copies, intended dates and length of stay, intended entry point, and the company signature and stamp. An employment contract or investment certificate forms part of the supporting evidence.
The French ministry expressly warns that its account may not be exhaustive and should be checked with each responsible ministry. That qualification matters where an employer changes the proposed job, entry point or project after preparing the request. The published resource helps a sponsor assemble the factual information for official consultation; it does not establish that every applicant needs an identical document package or qualifies for an exemption from labour controls.
Check stay permissions and current charges separately
The Lao Trade Portal publishes separate official datasheets for an employment visa and a foreign investor’s stay permit. The employment sheet, last modified in November 2017, describes a legally incorporated employer with the required labour quota, an employment contract, and separate visa, work-permit and stay-permit stages. Its structure explains why a visa application should not be treated as the whole permission to work and reside.
The investor stay-permit sheet likewise lists a passport copy, investor visa, photograph, annual tax-payment certificate, company registration and an investment-department request. Because that sheet is also dated 2017, applicants should use it to identify questions and responsible offices, then obtain a current checklist before filing. Its old fee figures and processing estimates are not presented here as confirmed 2026 charges.
Ask the sponsoring enterprise and receiving authority to confirm each current government fee, currency, payment method, permit duration and renewal deadline in writing. Distinguish visa charges from work and residence charges and from any private service fee. No single current consolidated fee or universal renewal date was verified in the resources reviewed. Keep the actual permission expiry dates visible in the relocation plan and resolve missing approvals before committing to work.
