Obtain the Lao loss certificate before arranging the exit visa

Foreign visitors who lose a passport in Laos need to deal with Lao authorities as well as their own embassy. The Immigration Department describes a sequence involving local police, the district police office and then Immigration for a certificate of loss. It asks for two photographs measuring three by four centimetres and gives three days for that certificate stage. That figure is not a promised time for completing the whole journey home.

After obtaining emergency travel documentation from the relevant embassy or consulate, the department says to take it with the Immigration-issued loss certificate to the Lao consular department for an exit visa. Replacing the passport therefore does not, by itself, finish the Lao departure process. Keep copies of each report and establish which document the next office needs. An imminent flight does not remove an earlier reporting step.

Follow the nationality-specific consular checklist

Singapore's Vientiane embassy supplies additional local detail for its citizens: obtain a hotel certificate of stay, in Lao, and prepare four three-by-four-centimetre photographs for the district office loss report. It lists LAK100,000 for that report, plus two more photographs for Immigration. These supplement Lao Immigration's shorter sequence; do not treat them as interchangeable photo totals.

For Singapore's temporary Document of Identity, the embassy asks for the police-report copy, identity and citizenship evidence, flight details to Singapore and two passport photographs, and lists USD11. Its guidance gives an average three working days for the subsequent Lao exit visa. Thus the Immigration certificate and exit visa have separate published time estimates. Neither estimate includes every consular check or guarantees a particular departure. Contact the consular section at +856 21 353939 for the Singapore application. Singapore cancels a passport immediately after a loss report; finding it later does not restore its validity. The embassy says recovered passports must be surrendered within fourteen days. Its Document of Identity permits only one-way travel to Singapore and is surrendered on arrival.

Australian applicants should check the full application and current charge

Australia's embassy in Vientiane requires the police report or certificate of loss and the full PC8 application for replacing a lost passport, as for a first passport. Applicants should report the loss promptly on +856 21 353800. Ordinary passport production requires at least six weeks, and the embassy says there is no priority service in Laos because passports are printed in Australia.

Its displayed fee table is labelled July 2026, not November. It lists an emergency passport at USD186 or LAK4,015,000 and warns that local fees can change monthly with exchange rates. Confirm the current amount before paying. Cash in kip or US dollars and Visa or Mastercard are accepted; bank transfer is unavailable. Someone who needs urgent travel and cannot meet full-passport requirements can discuss an emergency passport, but the embassy expressly says conditions apply. Ask the embassy which passport category it can issue for the proposed travel.

Check transit acceptance before choosing an emergency passport

The Australian Passport Office explains that an emergency passport is available only overseas, lasts no more than one year and has no electronic chip. Some countries restrict its use. Check the passport and visa rules for every transit and destination country before choosing an itinerary, particularly where a previously planned journey relied on an ordinary electronic passport. Australian document issuance does not establish another country's admission decision.

An Australian applicant may seek a full-validity passport at the same time, but both application fees apply. Collection arrangements can be made for Australia or the country of residence. This may help separate an urgent journey from the longer replacement process, without assuming both documents arrive together. The sources reviewed do not establish an automatic extension of Lao stay while the replacement or exit visa is pending. Ask Lao Immigration how the remaining authorised stay affects the reporting and departure timetable.
