Foreign students in Lebanon must pledge not to work when applying for residence
Lebanon’s annual student-residence checklist requires proof of university attendance, tuition payment and financial support. Applicants should distinguish residence permission from their initial entry visa.

Prepare the university residence file
Foreign university students seeking annual residence in Lebanon must provide a notarised undertaking not to work, according to General Security’s published checklist. They also need the prescribed application, a colour copy of a passport valid for at least one year with two additional copies, three photographs, a certified university registration and attendance statement, proof of tuition payment, and evidence explaining how living costs will be met.
The checklist says applicants must not have entered on an employment visa. It also routes postgraduate students and their family members for a specific decision through the designated General Security departments. A university offer should therefore not be treated as an automatic residence approval for the student or accompanying relatives. This is a current procedural guide, not an announcement that these conditions began in November.
Separate admission to the country from permission to remain
General Security’s entry-visa guidance identifies a study-visit category intended to allow a later residence application. It calls for evidence from an officially recognised university or institute, such as acceptance, an invitation, semester registration or a student card, alongside evidence of sufficient money for study and living expenses. Scholarship recipients are identified as exempt from the acceptance and study-financing evidence specified in that entry provision; this should not be assumed to waive the separate residence checklist.
The same resource says a complete application does not guarantee a visa and a visa does not guarantee admission at the border. Additional evidence may be requested, and the specified documents may be supplied in Arabic, French or English. Students should ask their receiving office to confirm the applicable entry route and later residence process before travelling, especially if they already hold another kind of Lebanese permission. Entry-visa conditions and annual residence conditions answer different questions.
Use the London timetable only for applications made there
The Lebanese embassy in London tells visa applicants to apply at least two months before intended travel. Cases requiring prior General Security approval take longer; holders of a UK refugee travel document are specifically advised to allow at least four months. These are the embassy’s application-planning instructions, not a guaranteed decision deadline or a nationwide university enrolment deadline.
For a student visa, its checklist requires an official Lebanese university or school certificate. The London package also specifies a passport valid for at least seven months, a recent photograph, health insurance and evidence relevant to the applicant’s UK residence and finances. Its visa page provides the downloadable form and postal address. Applicants using another mission should obtain that mission’s instructions rather than assuming London’s passport threshold or postal process applies everywhere. In particular, the shorter entry-visa passport requirement does not replace the one-year validity stated for annual student residence.
Budget for residence and entry as separate transactions
General Security’s residence-fee schedule lists the annual student permit at LBP 15,000,000. Use that official tariff to identify the government residence charge and ask the receiving office about any additional costs applicable to the individual case. A university tuition payment, notarisation bill or private assistance charge is not the same transaction as the residence fee. Separately, London lists GBP 68 for a single-entry visa, GBP 97 for two entries and GBP 135 for multiple entries, payable in cash or by postal order when the application is accepted.
The schedule separately addresses overdue residence and visa charges. Students whose permission has expired should therefore request an assessment of their own position rather than assume that paying the ordinary annual student fee resolves an overstay. The published resources reviewed do not establish a single application deadline for every university or a guaranteed residence-processing period. Record the expiry of the actual entry or residence permission, then confirm the filing timetable and any outstanding charges with General Security before that permission runs out.
