Organise the employer application before the invoice arrives
Organisations employing foreign nationals in Liberia should prepare for the work-permit portal’s 48-hour invoice-payment window. Both a valid residence permit and work authorisation are required before employment begins. This guide explains the current sequence; it does not announce a November concession.
The organisation registers an account, supplies its representative’s details and waits for ministry verification. The representative then enters each applicant’s identity, position and document details and submits the completed batch. Following approval, an invoice gives a bill number for each applicant; payment is due within 48 hours. The representative must then record the bill number and upload payment confirmation. Employees attend biometric enrolment with their application numbers. Use the ministry-linked work-permit portal for these steps, rather than treating a saved draft or paid invoice as the issued permit.
Plan renewal and distinguish it from first entry
Work permits last one year and must be renewed before expiry. Organisation registration also needs annual renewal. The portal does not publish a complete current fee table: check the approved invoice and any category-specific treatment with the ministry.
For initial travel, the Immigration Service’s visa-on-arrival portal describes an advance online application for qualifying air travellers. It directs applicants to a Liberian embassy instead where one exists in their country. The electronic route requires a passport valid at least six months and specified passport and portrait uploads. It lists a non-refundable US$102.50 fee and recommends applying at least seven days before departure, but no more than three months ahead. Those are entry-service particulars, not the employer’s work-permit charge or deadline.
Applicants using Washington’s embassy route should consult its dedicated visa page and current form. The embassy requires the passport with at least six months remaining, a photograph and the signed application, with tracked return arrangements for postal submissions. It states twelve working days for regular processing and excludes incomplete applications. The mission also confirms that ECOWAS passport holders do not require a visitor visa. That entry exemption should not be extended by assumption to residence or employment permission; employers still need to check the appropriate work authorisation.
Obtain entry approval and the correct repeat-travel card
The entry portal distinguishes payment confirmation from the approved PDF carrying a QR code. Travellers present that approval at Roberts International Airport for biometric collection and a passport visa sticker. Approval must be used within three months, while the officer determines the actual admitted stay, described as 30 or 90 days. The portal limits this route to Roberts airport; do not assume it covers a land crossing or that a three-month approval period grants three months of residence.
People already in Liberia who need repeated journeys can consult the separate re-entry-card service. It provides a residence category for temporary residents with a valid residence permit and a special category for other qualifying foreigners. Applications require in-person enrolment at the LIS issuance centre in Mamba Point, Monrovia, using a passport valid at least six months and residence evidence where applicable. The officer records biometrics and issues a submission confirmation. A re-entry card cannot be used to organise a first arrival before that in-country enrolment.
Protect the return journey and retain the separate records
The re-entry service instructs approved applicants to pay through GTBank and retain the receipt, then collect the card after notification using the printed application confirmation. It describes six-month or one-year card validity, recommends starting renewal ten days before expiry and limits use to Roberts airport. Its FAQ also says holders must leave after 90 days and re-enter. Residents should ask LIS how that statement interacts with their individual residence permission before planning a continuous stay.
LIS’s official launch account dates the digital visa-on-arrival and re-entry systems to 11 March 2025, following the work-permit system introduced in 2022. This confirms that the services are established procedures, not newly launched November programmes. Their separate operation explains why employers and workers need distinct application references, approvals and expiry records. None of the service pages promises that buying a re-entry card extends a work permit or that employment approval removes entry requirements. Resolve an approaching expiry through the authority responsible for that particular document.
