Losing a passport in China can require a separate immigration application before departure

Report the loss and record the local formalities deadline

Foreign visitors and residents who lose a passport in China need to replace both their travel document and, where required, the Chinese immigration permission associated with it. Shanghai’s police guidance starts with reporting the loss to its Exit-Entry Administration, obtaining the lost-passport report and then applying to the person’s consulate for a replacement passport. The city says the report normally takes two working days.

Shanghai requires the corresponding residence formalities within thirty days from issuance of that report. This clock starts with the report, not delivery of the new passport. Its sequence also includes updating hotel or police accommodation registration with the replacement passport number. Use the local immigration hotline, 12367, to explain any passport-production delay before assuming the missing document creates extra lawful stay. These are existing instructions, not a newly announced November rule.

Beijing’s replacement file includes accommodation evidence

Beijing’s reissuance instructions apply to foreigners whose visa, stay permit or residence permit is lost, damaged or stolen after entry. The checklist requires a valid replacement passport or other international travel document, the prescribed form and recent white-background photograph, and a valid Beijing accommodation record. For a lost or stolen passport it accepts the loss certificate or an official note from the home country’s embassy or consulate.

The city generally requires personal attendance, with specified representation possibilities for certain children, older people, people with illness-related mobility difficulties and urgently needed high-level talent. Original documents and Chinese translations of foreign-language material are requested. It publishes seven working days after a complete file is submitted. That is Beijing’s stated handling period, separate from any consulate’s passport process. Use the current reception-office list and opening hours on the same page; do not turn the handling estimate into a guaranteed flight date.

Australian advice distinguishes visa entry from visa-free entry

Australia’s current China advice says an Australian who entered on a visa and replaces their passport in China needs a replacement Chinese visa before departure. It describes a police report, replacement Australian passport and application to the local Public Security Bureau’s foreigner exit-entry section. It warns that Chinese authorities may take ten working days, longer around holidays, and do not accelerate the process to match a flight booking.

The same advice gives a narrower position for Australian travellers who entered under the visa-waiver programme: an exit visa is generally unnecessary if they leave within the original thirty-day period and can present a police report at airport immigration. This is nationality-specific consular guidance, not a universal exemption for everyone with a replacement passport. Give the authority your entry category, nationality and departure date.

A British emergency document has its own limits

The British embassy in Beijing says a British emergency travel document can be requested where a passport is lost, stolen, damaged or expired and cannot be replaced in time for travel. Its instructions say an exit visa from the local Public Security Bureau is required before departure using that document, potentially taking ten working days. The emergency document’s issue therefore does not by itself settle the Chinese exit process.

The embassy will not issue an emergency document merely to renew Chinese residence permission or because the ordinary passport is with the police for a residence renewal. It directs a parent or guardian to apply for a child under sixteen. The British page’s general exit-visa wording does not resolve Australia’s separate visa-waiver scenario. The local exit-entry authority should determine the traveller’s category; do not transfer one nationality’s published exception to another without clarification.

A Chinese exit-entry permit is a separate exceptional document

Beijing describes another route where a foreigner has no valid passport or international travel document and cannot obtain a replacement from their embassy or consulate in China. Its exit-entry permit checklist requires the application and photographs, accommodation registration, and a passport-loss certificate or embassy note where the passport was lost or stolen. A damaged passport or embassy note is identified for damage cases. The inability to obtain a consular replacement is part of this route’s scope.

The page, dated 12 April 2022, publishes a CNY 100 permit charge and seven-working-day procedure. This is not the ordinary replacement passport fee or a universal Chinese visa-reissuance charge. Confirm the current payable amount and whether the route applies before payment. It also distinguishes translations by excluding English from its Chinese-translation requirement, unlike the broader wording on Beijing’s reissuance page. Ask which checklist governs the actual application and preserve both the loss report and receiving office’s instructions.
