Apply through the Paris platform before attending

Malagasy citizens applying for a passport through the embassy in Paris should begin with its online passport service. The current service page requires registration, upload of the file and verification before an appointment is accepted. Applicants propose three time slots and receive confirmation of one. Personal attendance is required for electronic enrolment, including for children. The page explicitly says files are not processed by email or post.

This matters because the embassy's separate older renewal instructions still describe sending the complete file by email. They also give a different telephone number. Those instructions should not be treated as a parallel way to submit a new application when the dedicated service page expressly directs applicants to the platform. For a submission problem, use the passport contact on that service page, +33 6 83 78 94 97, and ask how to complete the online file rather than sending sensitive documents to an old published address.

Use the linked checklist for original civil records

The checklist linked from the current service page asks for an original full birth record less than twelve months old. For someone born outside Madagascar, it specifies the original transcription, also less than twelve months old. Relevant marginal entries should reflect marriage, divorce, widowhood or a name change. Older renewal material instead asks for a photocopy of a birth record less than six months old. Following that older copy requirement could therefore leave the current file incomplete.

For adults, the linked checklist also specifies four recent identity photographs, the old passport copy, Malagasy identity and consular-card copies, evidence of residence status or French identity or entry visa, and proof of address. Family, marriage, divorce or death documents apply where relevant. Its separate under-21 category requires parental authorisation signed by the parents and legalised, parental identity copies and additional documents according to the child's circumstances. The child attends with a parent. Do not assume the adult checklist applies simply because the applicant has turned eighteen.

Pay at the appointment and allow for production abroad

The passport platform's FAQ confirms a fee of EUR90, payable in cash or by cheque to the embassy's accounting service exclusively during the appointment. That is the Paris passport fee; the instructions do not describe an online passport-payment step. The FAQ also says applicants without an appointment will be refused entry, so a completed upload is not permission to arrive at an unconfirmed time.

Bring the whole physical file, arranged in the required order, because originals are checked at the appointment. Uploading a readable scan does not remove that examination. The same FAQ estimates approximately one month for the file's dispatch, passport manufacture in Antananarivo and delivery back to Paris. It does not guarantee an individual delivery date or say when an incomplete file enters that period. Someone planning travel should therefore resolve missing documents and the confirmed appointment first, then ask about the expected return of their particular passport before buying a fixed departure.

Do not use a domestic timetable as a Paris guarantee

Madagascar's Torolalana passport service describes a different operational route: online registration, attendance at the passport service with an appointment ticket, originals, payment to the Treasury, photograph and fingerprints, followed by collection using the assigned number. It lists a domestic service charge of 190,000 ariary and gives a general seventy-two-hour processing figure, with ten days for applications outside the capital or abroad. These figures do not match the Paris FAQ's approximately one-month estimate.

The public material does not establish how that general overseas figure accounts for Paris appointments and international dispatch. For a Paris applicant, ask the embassy which timetable applies; do not convert ten days into a promised delivery date or substitute the ariary charge for its EUR90 fee. The embassy service page also explains that a deposit certificate is only evidence for administrative procedures and cannot replace a passport for travel. A pending passport request therefore supplies neither a usable travel document nor evidence that immigration permission in another country has automatically been extended.
