Complete the company account and update internship records

Employers hiring expatriates in Malaysia should check their MyNext internship account following TalentCorp's reminder published by the Expatriate Services Division on 30 October. It asks companies to complete onboarding, identify the human-resources person responsible for internships and keep relevant placement information current. This is a follow-up to the policy already in full implementation, not a new rule that every expatriate must personally recruit three students.

The reminder directs companies to the MyNext company portal, selecting ESD Login and using existing ESD credentials. Complete the MySIP eligibility check and internship module, inspect the company's quota and compliance dashboard, and create advertisements for placements. Where applicable, record ongoing or completed internships through MySIP Direct Hiring. Companies that already completed particular steps can disregard those parts of the reminder. The contact for implementation problems is [email protected].

Distinguish onboarding from the deadline to hire interns

TalentCorp's updated policy FAQ specifies registration on MyNext and appointment of the internship contact within thirty days of official notification. It separately gives twelve months from the participation notification to hire interns. Those are different deadlines. The policy covers new and renewed Employment Pass endorsements within its notified scope, including applications through MYXpats, MDEC, MIDA and IRDA. Check the actual notification and dashboard allocation rather than treating a new visa application as the only trigger.

The updated FAQ also says the relevant MySIP processes are free of charge. That does not mean hosting interns has no cost. It states that fulfilment will carry weight in the assessment of future Employment Pass approvals; it does not promise approval when a quota is met. An older TalentCorp pilot-extension FAQ gave six months to hire interns. Compare the updated twelve-month instruction with any deadline in the company's own notification, and ask the secretariat to resolve a mismatch instead of silently replacing a case-specific date.

Check the approved ratio and any exemption decision

TalentCorp's policy page sets out the standard ratios as three internship placements for a Category I Employment Pass approval, two for Category II and one for Category III. Its headline description of the policy therefore should not be read as three placements for every pass regardless of category. The company should reconcile that general table with its assigned quota, especially where its workforce size affects the calculation.

The same page describes an appeal for a quota based on two per cent of the workforce, subject to approval. It also identifies exemption appeals for businesses operating for less than two years, representative or regional offices, certain government tax-exempt sectors and other special circumstances. These are requests for consideration, not a reason to omit onboarding without a decision. Keep the exemption or appeal outcome with the notification and check how the approved treatment appears in the dashboard before deciding which placements still need to be offered.

Budget for a structured placement and the correct allowance

The official MySIP employer brochure requires a minimum ten-week internship for a Malaysian citizen, with practical experience designed to develop specific knowledge or skills. It specifies at least RM600 monthly for master's degrees, bachelor's degrees, Malaysian Advanced Skills Diplomas, professional certificates or equivalents, and at least RM500 for diplomas, Malaysian Skills Diplomas and Malaysian Skills Certificates at levels one to three or equivalents. Identify the student's actual qualification before setting the allowance.

Employers must register and apply for MySIP approval to complete TalentCorp endorsement. The brochure describes a double tax deduction on monthly allowances and, subject to conditions, additional benefits up to RM5,000 per student annually, such as training, logistics and digital or communication allowances. Those are tax incentives, not an automatic reimbursement or permission to reduce the intern's payment. Keep the programme structure and expense evidence needed for endorsement; simply recording a person's name does not demonstrate that the placement meets the brochure's requirements.

Keep expatriate application charges separate

The ESD service-fee announcement lists RM2,000 for a new or renewed Employment Pass application, excluding eight per cent service tax and other Immigration charges. This is a separate expatriate processing charge, not the price of a MyNext internship quota or a payment that fulfils the placement obligation. Employers should budget for the pass application and the internship independently. The October reminder changes neither an expatriate's individual permission to work nor its expiry date; completing the company dashboard is not a substitute for the worker's required immigration approval.
