Martinique residence applicants must separate ANEF document deadlines from technical-support requests
Current guidance explains the fifteen-day response window, escalation for persistent online failures and why a submission receipt alone does not establish lawful stay.

Choose the filing channel before booking a counter appointment
Martinique residents applying for a residence document should identify whether their category is filed through ANEF before reserving an appointment for a paper application. The prefecture’s current residence-permit instructions distinguish the two channels. Online categories include students applying after a long-stay visa or renewing, visitors, talent applicants and various family categories. The page also lists resident-card renewals introduced online in July 2024. This is current procedural guidance, not a claim that the system launched in November.
For applications handled online, the prefecture says there is no appointment to book simply to deposit the file. Applicants follow progress through their account. It recommends checking email regularly and the account every fourteen days. More importantly, it allows fifteen days to supply requested missing material; failure can close the application and require a new submission. Use the residence-permit instructions to choose the channel and monitor the actual request rather than wait for a physical letter.
Preserve evidence when a technical failure prevents submission
The prefecture’s public-service FAQ sets out a separate support route when an ANEF technical problem prevents progress. Contact the citizen contact centre, CCC, on 0 806 001 620 or through the online contact form. The FAQ says support is available in French and English and recommends screenshots showing the website address, date, time and error. That evidence helps distinguish a persistent system failure from an unanswered request for additional documents.
If CCC cannot resolve the difficulty, an applicant can book assistance at a digital reception point, PAN. Where the PAN establishes that a blockage persists and CCC has not resolved it within fifteen days, the FAQ says a prefecture appointment will be proposed. This support period is not described as an automatic extension of immigration status or of a missing-document deadline. Someone facing both problems should preserve the error evidence and alert support promptly, identifying the approaching deadline rather than treating the support request as a completed application.
Bring the material needed for meaningful digital assistance
The official digital-reception page explains that these points assist people with online formalities and prioritise users without computer equipment. They do not examine or decide residence applications. For an immigration appointment, the page lists ANEF account access, a passport, the residence card or receipt, recent address evidence and a digital photograph, alongside the other supporting documents relevant to the application. A person hosted by someone else should check the listed host identity and accommodation evidence.
Use this page to prepare for the assistance session and follow its booking link for Fort-de-France. The service describes identity and completeness checks before access, and limits attendance by companions who are not essential. An assistance appointment cannot substitute for collecting the evidence required by the actual permit category. The page contains a driving-licence tax reference within its immigration checklist; it should not be read as a confirmed residence-permit fee. Check the category-specific payment instruction before purchasing a tax stamp.
Check the document issued, then use the correct collection route
Service Public’s guidance on ANEF attestations distinguishes the immediate electronic submission acknowledgement from an attestation extending examination. The acknowledgement does not prove lawful residence and does not authorise work. A qualifying complete application filed within the regulatory period can produce an examination-extension attestation, which does establish temporary lawful stay. That document is valid for a maximum of three months and can be renewed while the administration has not decided.
This distinction matters when a card expires during processing: a screenshot reading “submitted” is not equivalent to the relevant provisional document. Use Service Public’s attestation guide to identify what has actually been issued and check work rights for the specific category. Martinique’s appointment directory separately lists renewal, first application, card collection and provisional-document appointments. Choose the relevant service after following the filing instructions. The sources do not establish one universal permit fee or guaranteed processing time.
