Workers changing employers in Mauritius must obtain a new work permit

The labour ministry says a transfer takes effect only after a work permit has been obtained for the new employer. The ordinary Work Permit route also requires attention to residence approval, health clearance and renewal timing.

Identify the permit route before arranging a transfer

Foreign employees using Mauritius's ordinary Work Permit route must obtain permission for the new employer before a transfer takes effect. The labour ministry's February 2026 information sheet says the new employer applies through the National E-Licensing System, with a no-objection letter from the previous employer. This is current procedural guidance, not a newly announced right to move freely between jobs.

The Department of Home Affairs distinguishes the legal framework for entry and residence from the employment legislation. Its official legislation page explains that non-citizens need a work permit or a certificate of exemption to take up employment or gainful occupation. A residence document should therefore not be treated, by itself, as proof that a person may start the proposed job.

The SADC investment portal also distinguishes ordinary Work Permits from the combined Occupation Permit route for qualifying investors, professionals and self-employed people. Those are different administrative categories. This guide concerns the ordinary Work Permit process; it does not apply that process indiscriminately to every Occupation Permit holder or person claiming an exemption.

Ask the prospective employer to submit a complete application

The labour ministry's FAQ identifies the prospective employer as the applicant. New and renewal applications normally go through the National E-Licensing System, unless a ministry notice specifies otherwise. The FAQ explains how to select Work and Live, then Work Permit, after registering and signing in.

Prepare clear passport information, a photograph, the relevant employment evidence and provisional health clearance. Professional applicants may need certified academic and professional qualifications, work-experience details and a job profile. Accommodation documentation also appears in the checklist. Use the sector-specific information sheet as well as the general FAQ, since a generic list cannot resolve every occupation's requirements.

The ministry warns that incomplete applications or inadequately completed forms are not accepted. It also says it will not consider a Work Permit application for someone already in Mauritius on a tourist visa. A job offer should not be used as a reason to enter as a tourist and begin employment while paperwork is pending.

Check residence approval and the separate immigration charge

The Passport and Immigration Office's employment-residence page instructs applicants abroad to obtain the relevant approval before travelling. Its main-applicant checklist includes the prescribed entry application, two photographs, passport data pages, a company sponsorship letter and evidence that the work-permit application has been made. The passport should remain valid beyond the intended stay.

The same office publishes an annual, non-refundable MUR 500 charge per non-citizen worker, payable by the employer before residence permits are issued. Its notice attributes this requirement to the Finance Act 2025. That payment is not a substitute for the employment application or all other permit charges.

Where dependants accompany the worker, the office requires evidence of the family relationship, such as birth or marriage records. It says dependants cannot seek employment without a valid work permit. Family residence should therefore be planned separately from any spouse's proposed job; accompanying the main applicant does not itself provide employment permission.

Track health clearance, renewal and application costs

The February information sheet requires final health clearance to be applied for within one week after the worker arrives. It warns that the work permit will be cancelled if final clearance is not granted. The employer and worker should arrange that appointment promptly rather than assuming provisional clearance completes the medical process.

The ministry's FAQ directs renewal applications three months before expiry. Its September 2025 inter-ministerial report also identifies a MUR 700 processing fee and a five-working-day payment window. Check the current application assessment before paying: the processing fee and the immigration office's annual residence-related charge serve different purposes. The February information sheet separately lists prescribed work-permit charges, so MUR 700 should not be treated as the full cost of permission. Retain the application reference, payment evidence and the issued documents so employment and residence questions can be addressed to the responsible office.
