Moldova digital nomads must budget for mandatory health insurance after residence approval

The remote-work residence route is already in operation

Moldova’s digital-nomad residence category has operated since 20 September 2025, according to the General Inspectorate for Migration. It covers remote professional activity connected to an entity registered outside Moldova. Current applicants should separate qualifying for that residence from the health-insurance obligation after approval. This is an existing-rule explanation for November planning, not a new launch announcement.

The inspectorate’s launch notice identifies employment or service contracts and work connected to a foreign-registered company. Its practical significance is that an applicant needs a documented overseas professional relationship, rather than a general intention to work online. A move from that arrangement to employment for a Moldovan organisation raises a different immigration question. Use the launch notice to identify the category, then the dedicated application checklist to establish the evidence required for the actual case. The occupational examples in the notice are not a promise of approval for everyone using the same job title.

Prepare the correct checklist and diary the filing deadline

The inspectorate publishes separate document lists for a company associate and for a person applying under an employment or services contract. The contractual route includes travel-document evidence, housing evidence, criminal-record documentation for the initial application, medical insurance, a Romanian or English bank statement, the legalised or apostilled and Romanian-translated contract, a remote-work declaration and a photograph. The statement must demonstrate the prescribed income over the preceding six months: eighteen forecast average monthly salaries in total, described as three per month.

The company-associate route instead requires specified recent evidence about the foreign legal entity and the applicant’s association with it. Do not substitute a personal employment declaration for company-status evidence where that is the applicable category. The checklist tells applicants to file 30 calendar days before their stay expires, with a stated 15-day provision for EU citizens. Establish the route and deadline before ordering translations or relying on the remainder of a visitor stay. Late filing can attract administrative sanctions; preparing documents is not the same as submitting them.

Private application-stage insurance does not replace the post-approval premium

The inspectorate’s 2026 health-insurance notice draws a distinction between voluntary insurance while obtaining residence and the mandatory fixed-premium obligation after residence is granted. For digital nomads it lists MDL12,636. That sum should be budgeted separately from any private policy purchased to support the residence application and from immigration-document charges.

The notice also discusses a reduced MDL2,527 premium available during the first three months of 2026 for specified other categories of non-employed foreign residents. It does not extend that reduction to digital nomads; nor should a November reader assume that a concession tied to the period ending 31 March remains available. For an illustrative applicant granted digital-nomad residence after arranging private cover, the next action is to clarify and meet the mandatory insurance obligation, rather than assume the private policy already settled it. Use the inspectorate’s insurance notice to identify that change in responsibility after approval.

Use CNAM’s payment guidance and resolve individual timing directly

The National Medical Insurance Company’s premium page confirms the 2026 fixed annual amount and says digital nomads obtain insured status after full payment. It explains payment through the government MPay service, using the personal identification number and verification steps, with options including bank card, banking services and payment counters. Where payment is made through MPay, CNAM says it is unnecessary to present payment proof separately to its territorial beneficiary-relations service.

CNAM warns that unpaid premiums after the legal deadline can generate penalties. The reviewed general guidance does not establish one universal prorated amount or one arrival-based deadline for every person obtaining residence late in the year. Before choosing an amount or assuming a discount, ask CNAM which obligation applies to the residence grant and personal circumstances. Its published Info-CNAM number is 0800 99999, and the inspectorate advises taking identity evidence to the territorial service when seeking clarification. Keep the residence decision, private policy and mandatory-payment record distinct: each supports a different part of the process.
