Moldova residence card services face October and November transition restrictions
IGM notices distinguish identity-document interruptions, urgent-card restrictions and closure of the former online work and investment residence filing platform.

Today begins a scheduled documentation interruption
Moldova’s General Inspectorate for Migration, known as IGM, has announced temporary restrictions affecting foreign residents’ documentation during the transition to a new Migration information system. Applicants with appointments or impending expiry dates should establish the exact service they need. A residence right, a physical residence card and an online application channel are separate elements of the process.
This report follows the implementation dates in IGM’s October notices. It does not suggest that all immigration services have closed. The practical issue on 29 October is whether an applicant needs permission assessed, a card issued, a travel document, or an address-registration service, because the published interruptions differ by service and date.
Read the two October notices together
IGM’s notice dated 12 October describes a pause in identity-document processing at its one-stop foreigner documentation counters from 29 October through 3 November, with activity resuming on 4 November. It says other IGM services continue normally. Use that notice to check the broader counter-documentation interruption before making a journey to collect or request an identity document.
The more detailed 19 October notice says applications for temporary and permanent residence cards and travel documents will not be received on 29 and 30 October. It also covers registration and deregistration of foreigners at their home or temporary residence. The notices describe different aspects of the transition; they should not be combined into an invented statement that every application is suspended until the same date. Confirm the particular transaction with the receiving office.
Urgent card options are restricted into November
The 19 October announcement separately suspends receipt of urgent residence-card applications from 2 through 12 November. It identifies the same-day, one-working-day and five-working-day services. Someone who normally relies on an expedited option should therefore not assume that paying for urgency will produce the usual turnaround during this interval.
For EU citizens and foreign nationals holding temporary residence rights for employment, the notice gives a ten-working-day card issuance period during the stated interval. This is a card-production arrangement for the described groups, not a ten-day immigration approval promise for everyone. Employers coordinating a worker’s travel should distinguish the evidence of residence permission from the physical document needed for the proposed journey.
The former online work and investment platform has closed
The earlier October notice says e-migrare.gov.md ceased activity from 17 October. Online requests to grant or extend temporary residence for employment and investment were accepted through that platform only through 16 October inclusive. It says IGM will announce the replacement online filing platform publicly.
An employer preparing a new application now should not rely on the former website as an operational filing channel. Establish the current submission method with IGM and retain confirmation of any earlier submission. The reviewed notices do not themselves identify a replacement platform or grant a general extension of immigration deadlines because a website has closed. A saved draft and a formally received application should not be treated as equivalent.
Prepare the file and seek instructions before permission expires
IGM’s admission and documentation FAQ provides purpose-specific guidance. For employment residence it identifies a standard request, identity document, employment contract with the relevant salary, criminal-record evidence, accommodation evidence and photograph. Use that checklist to prepare the underlying case while confirming whether any newer category-specific requirements apply. The service pause is not a reason to substitute another residence purpose or omit evidence.
The FAQ distinguishes filing deadlines according to category and status, including different periods for EU citizens in the situations it describes. Identify the expiry date and precise residence basis when asking IGM how to file during the transition. Do not assume that a card appointment or an unanswered enquiry extends lawful stay.
The official regional contact directory identifies the call centre at +373 22 820 007 and the responsible regional offices. Use it to confirm the service, available filing channel, applicable fee and appointment requirements. The transition notices do not publish a universal new fee or waiver. For an illustrative worker whose permission expires soon, the immediate action is to obtain filing instructions before expiry, rather than wait for an urgent card option to reopen.
