Monaco household employers must update work permits when working hours change
Monaco’s government guide tells household employers to amend a worker’s permit when employment details change, including reduced hours. The permit record, employment authorisation and social registration serve related but different purposes.

Check whether the agreed change needs a permit amendment
Household employers in Monaco should check the work permit when agreeing a change in a foreign employee's role or working hours. The government's household-employment brochure says the permit must reflect the employment arrangements and specifically identifies changes in hours, including reductions, as requiring amendment. This guide explains an existing administrative obligation; it is not a newly announced November rule.
The official data-processing decision for employment permits identifies working time, hours, gross pay and job title among the recorded fields. Check those entries against the proposed arrangement.
Law 629 provides the wider rule for foreign nationals in private employment: they must hold a work permit and cannot work in a profession other than the one specified. The obligation is independent of the form or duration of the contract and the amount or nature of remuneration. A short assignment or a modest wage is therefore not, by itself, an exemption.
Distinguish an amendment from a new employer or profession
The law requires a new work-permit application when the employer, trade or profession changes. Starting or ending an authorised teleworking arrangement during an existing contract instead requires a permit-amendment request. Identifying the actual change is necessary before choosing a form; extending an existing arrangement and moving to a different employer are not interchangeable descriptions.
The employer must obtain the specified written hiring authorisation before the foreign worker enters service. Employment permission should therefore be addressed before the proposed start rather than treated as an administrative record to correct after work has begun.
The October 2024 decision published in Monaco's official journal describes the hiring-authorisation form as containing the main employer, employee and employment information. Once completed, signed and validated, it permits the work permit to be produced. The decision also identifies exchanges with the social-security funds and occupational-health office. For a household planning changed hours, consistent information across those records matters: correcting a private contract alone does not necessarily correct the administrative file.
Keep social registration and identity evidence consistent
The Monaco social-security funds publish a specific household-employee registration procedure. Before hiring, the employer obtains the household hiring-authorisation request from the Employment Service or the contributions-recovery service, completes and signs it, and sends it to the Employment Service with a copy of the employee's residence document or identity card.
On that basis, the funds issue a provisional registration attestation. The attestation identifies the social-insurance record; it should not be treated as a substitute for the employment authorisation required by the law. Keeping the application and the attestation together helps both parties distinguish the administrative stages.
The funds state that the employer is responsible for the hiring and registration formalities and may have to reimburse medical and family benefits paid before the situation is regularised if the procedure was not completed. Employer and employee are jointly responsible for the accuracy of the information on the hiring request. Check the identity details and agreed employment information before signing, and retain the submitted version.
Use the right appointment service and confirm the charge
The government's appointment notice directs employers wishing to register a hiring-authorisation, renewal or work-permit-amendment request to the Employment Service booking tool. It offers appointments by videoconference, telephone or in person and gives the information number +377 98 98 88 14. Use that channel to clarify the required form and supporting material for the proposed employment change.
The same notice identifies a separate Labour Inspectorate appointment service for questions about employment law, including holidays, termination and the applicable collective agreement. A question about the employment terms may need that service, while registering the permit request belongs to the Employment Service. Booking either appointment does not itself amend a permit.
The household brochure lists EUR 5 as the registration charge accompanying its amendment form. Confirm the current assessment and payment method with the Employment Service. The cited resources do not establish a guaranteed processing time for every amendment; plan the effective change with the service rather than inventing an approval deadline.
