Mongolia visa hosts must verify accommodation and residents must register address changes
Existing official guidance separates pre-arrival accommodation proof from residents’ household registration and highlights conflicting online fee information.

Accommodation evidence belongs in the visa file
Mongolia’s Immigration Agency verifies a foreign national’s proposed accommodation when assessing visa and visa-permission applications, under an arrangement effective since 3 February 2025. This is a current guide to that existing requirement and the separate obligations that arise when a resident moves home. It is not a newly announced November border restriction.
The agency’s address-verification notice identifies four forms of evidence: a hotel confirmation, a verified private address with accommodation-provider documents, a travel agency’s itinerary-and-accommodation letter for tourists, or an inviting organization’s accommodation letter for a foreign worker in a rural area. These alternatives reflect different travel arrangements, rather than permission to invent an address simply to complete an application screen. The notice warns that false information can lead to refusal or cancellation. Hosts should establish where the visitor will actually stay and secure the corresponding evidence before submitting the immigration file.
The inviter’s records must match the accommodation declaration
The agency’s separate Guidelines for Inviting Citizens, Enterprises and Organizations require the request letter to identify the purpose, invitee, passport number, place of visa issuance and intended stay. An organizational representative needs a power of attorney and identification evidence. Passport scans must be clear and in colour; the photograph must be recent, full-faced and white-background, measuring 3.5 by 4.5 centimetres.
For accommodation supplied by a citizen or enterprise, the guidelines call for an address-verification letter, the provider’s identity evidence and supporting property or tenancy documents. The declared address must agree with the application’s travel details. For illustration, if a company arranges a rented apartment rather than a hotel, the supporting tenancy evidence and accommodation declaration should describe that apartment. A hotel booking for a different location should not be used as a convenient substitute. The guidelines also list category-specific evidence for workers, investors and students, so an accurate accommodation file does not replace the substantive conditions of the visa or residence route.
Resident household registration is a different stage
Article 26 of the Law on the Legal Status of Foreign Nationals addresses household registration for the residents within its scope. The English translation hosted by the agency describes registration at the soum or khoroo governor’s office within fourteen days after arrival, and registration at the previous and new authorities when changing residence within fourteen days. A soum or khoroo is the relevant local administrative unit; this is a local registration obligation, not another name for the original visa application.
The same law places responsibilities on inviters to ensure the foreign national is registered and leaves within the permitted immigration period. This makes coordination between the resident, accommodation provider and inviting organization important. The hosted English document is expressly an unofficial translation and should be read alongside the current operational service instructions. It establishes useful legal context, but does not justify assuming that a past accommodation declaration automatically updates every local record when a tenant moves or a visa category changes.
Use the address-change service and clarify inconsistent fee pages
The agency’s Mongolian-language address-change page requires an inviter’s request or individual application, a local governor’s address statement, the residence card and proof of payment. It says to request registration whenever the residence address changes, refers to the fourteen-day registration obligation and lists a standard MNT2,500 charge. It also specifies using the eleven-digit electronic-request number in the payment description and links to the electronic service.
The English-language address page publishes materially different charges and an instruction tied to residence-permit expiry. It should not be silently combined with the Mongolian checklist or used to create a single supposedly verified total. Before paying, confirm the amount and reference generated for the actual electronic request. The inviter guidelines give the agency call centre as +97618001882 for service questions. Explain whether the issue concerns pre-arrival accommodation evidence, local household registration or a residence-card address update. These are connected records, but satisfying one does not establish that the others have been completed, nor extend the underlying immigration permission.
