Foreign residents in Mongolia must update their records after renewing a passport
Mongolia’s immigration agency publishes a specific passport-information update procedure for residents. A renewed passport, a residence extension and the document needed at the border are separate matters that should be checked before travel.

Use the passport-information update procedure
Foreign residents in Mongolia who renew their passport should use the Immigration Agency's passport-information change procedure. The checklist requires the inviter's request, old and new travel documents, a residence-card photograph and payment evidence. This guide explains an existing procedure.
The Mongolian page lists standard processing of ten working days and urgent processing of eight. Charges are MNT 15,000 and MNT 30,000 respectively, plus a USD 7 card charge converted at the applicable Bank of Mongolia rate. Confirm the current assessment before paying.
The English translation instead lists shorter processing times and a pre-expiry submission notice. Resolve that discrepancy with the agency rather than treating the shorter estimate as guaranteed.
Keep the new passport details consistent in later residence applications
The agency's bilingual Form 5, published for residence-permit issuance, extension or category change, shows why passport information must be accurate. It records the passport number, issue date, issuing place and expiry date separately from the resident's registration number, Mongolian address and local telephone contact.
The form also records the inviting organisation and the name, position and contact number of its representative. A resident changing passports should coordinate the identity details used by the inviter and those used in the immigration application. Transcribing an old document number from a previous file can leave a new application inconsistent with the passport being presented.
Form 5 is not identified here as the mandatory form for the standalone passport-update service. It is the official reference for the specified residence applications. Use the passport-change checklist for that update and the applicable residence form when separately seeking extension or another residence category.
Carry the physical residence card when crossing the border
An Immigration Agency notice on digital residence inquiries states that the electronic reference serves as a residence permit within Mongolia, while the original residence permit is required for entry and exit at the border. A resident should not replace the physical card with a screenshot or electronic inquiry when preparing an international journey.
The notice also distinguishes seven available online residence services, including extension, cancellation, category change, passport-information registration and recovery of a lost or discarded card. Choosing the service matching the problem matters: obtaining a digital reference does not by itself update passport data or replace a missing physical document.
The agency's FAQ says a valid residence permit allows a long-term resident to leave and re-enter without obtaining a separate multiple-entry visa. It nevertheless requires residents to bring the permit. Someone whose card is expiring, missing or awaiting replacement should clarify the travel-document position before departure rather than infer permission from the existence of an online account.
Check the authorised stay and distinguish renewal from record correction
The published Law on the Legal Status of Foreign Nationals requires departure before the permitted period expires. It also states that issuance of a visa does not guarantee admission. A renewed national passport therefore does not automatically extend the Mongolian stay or decide a border officer's admission assessment. Check the residence expiry separately from the new passport expiry. The law recognises other travel documents where approved under Mongolian law and relevant treaties; a foreign-issued substitute should not automatically be treated as accepted.
The agency FAQ distinguishes first-time residence applications, for which attendance is required under its published guidance, from residence extensions that can be requested online. It also describes delivery of passports, residence cards and certificates at the applicant's or inviter's request. Confirm delivery arrangements when planning collection; requesting delivery is not confirmation that the residence update has been completed.
The law also provides grounds for refusing departure, including the specified criminal proceedings and decisions restricting exit. A passport-information update does not settle a separate restriction imposed by another competent authority. Where such a restriction may exist, clarify it before arranging international travel instead of assuming a new passport removes it.
