Montenegrin parents abroad should register a child’s birth before preparing a passport file

Choose the birth-registration service for the family’s situation

Montenegrin parents whose child was born abroad should begin with the consular service for entry in Montenegro’s birth and citizenship registers before assembling the later passport file. The government’s dedicated registration page describes applications through the competent diplomatic or consular mission for children born in another country to Montenegrin parents. This guide does not decide citizenship eligibility for every mixed-nationality family.

The local-language checklist asks for the completed registration application, an international-form birth extract, the parents’ marriage extract if married and copies of both parents’ biometric passports or citizenship evidence. For unmarried parents it specifically mentions a record acknowledging paternity. The English version omits that paternity explanation and adds a valid residence permit. Ask the receiving mission whether the family must provide that permit and which paternity record it accepts. Do not treat an omission in one language as proof that a document has been waived.

Prepare the form and the certificate’s authentication

The official two-page registration form asks for the child’s birth details and the parents’ names, birth details, citizenship, identification numbers, marriage information, Montenegrin home address and address abroad. It requests registration in both the birth register and the register of citizens. Complete the relevant fields from the underlying records so that the application does not introduce inconsistent spellings or dates.

The form requires the child’s consent where the child is older than fourteen. Its footnote distinguishes international civil-status extracts under the relevant Vienna convention from documents requiring an apostille or full legalisation. That distinction depends on the issuing country and treaty arrangements, rather than simply the language used on the certificate. Ask the mission which authentication path applies before paying for unnecessary certification. Keep the original foreign extract and list the documents attached to the application in the form’s enclosure section.

Obtain existing Montenegrin records through the separate extract service

Where a parent needs a Montenegrin birth or marriage extract or citizenship certificate, the government’s extract service allows a request through the competent diplomatic or consular mission. The applicant completes the consular request, supplies the necessary identifying information and explains the document’s intended use. The mission forwards the request to the competent authority in Montenegro and delivers the resulting extract after it is returned.

The local-language extract page quotes EUR 25, while the English version shows EUR 20 or EUR 25 without explaining which amount applies. Obtain the mission’s current quote for the requested record rather than assume the lower figure. This is a charge for obtaining an existing record, not a quoted charge for registering the child or producing a passport. The reviewed service does not establish a guaranteed turnaround; allow for the request and return between the mission and Montenegro.

Check whether a foreign marriage also needs to be recorded

The government’s separate marriage-registration service says that entry of a marriage in Montenegro’s register can be arranged through diplomatic or consular missions. This may be relevant where the child’s birth file requires a parents’ marriage record but the family has married abroad and has not yet completed the corresponding Montenegrin record. Ask whether the marriage step must precede or can accompany the child’s application.

The marriage service displays a EUR 20 or EUR 25 consular charge. It does not identify the reason for the two amounts or supply a complete country-specific checklist on that short page. Confirm the applicable amount, authentication of the foreign marriage certificate and required translations with the mission. Keep this potential marriage-registration cost distinct from an extract fee: creating a register entry and requesting a copy of an existing entry are different services.

Arrange the child’s passport appointment after checking the records

The Foreign Ministry’s older travel-document guidance lists a birth certificate, Montenegrin citizenship certificate and identity evidence for a biometric passport, with the applicant attending personally. For children under eighteen, it requires both parents with the child, or a properly certified consent from the absent parent translated into Montenegrin. Those instructions explain why the earlier register entries and parental-authority evidence matter.

That guidance is dated June 2021 and names only a limited set of overseas passport receiving offices. Do not assume its old office list is a complete current appointment network. Ask the competent mission where the child can now provide the required personal attendance, what current passport fee applies and which parental consent form it accepts. No passport tariff, appointment availability or delivery deadline was independently established here. Registration is not itself a travel document: complete the appropriate passport stage before relying on the child’s ability to travel.
