Montenegro’s 1 November visa change requires checks for Russian, Belarusian and Turkish travel

Deadline follow-up: official country pages and a September Cabinet statement identify the end of existing arrangements, while separate valid-document exceptions remain relevant.

November entry requires a fresh document check

Russian, Belarusian and Turkish travellers planning to enter Montenegro from 1 November 2026 should review the basis for entry before departure. Montenegro’s September Cabinet statement identifies that date for visa requirements affecting the three nationalities. This deadline follow-up concerns a previously adopted change, rather than a new decision announced today.

The 24 September statement says the government had adopted the visa-regime amendment on 23 July and was taking steps to terminate the relevant international visa-free agreements. It links the changes to alignment with European Union visa policy. It also describes an initiative for a new Turkish agreement covering diplomatic, official and special passports. An initiative to negotiate that agreement should not be treated as confirmation that every special-passport exemption is already operational.

Use the nationality pages rather than an undated summary

The official Russian Federation country page states that Russian nationals may enter, transit and stay visa-free for up to 30 days through 31 October, and that a visa is required from 1 November. It lists the Moscow embassy contact and application centres in Moscow and several other Russian cities. Use this country page to identify the responsible channel and verify the document needed for a November journey.

The Türkiye country page gives the same transition dates and lists application centres in Ankara and Istanbul, alongside embassy and consulate contacts. Travellers should confirm appointment and submission arrangements through those official instructions. A flight booking made before the change does not itself establish an exemption from a requirement applying on the travel date.

The Belarus country page expressly limits the existing 30-day arrangement to 31 October. It identifies Montenegro’s embassy in Moscow as the non-resident mission covering Belarus. Belarusian travellers should use that contact to establish the correct application arrangements rather than assume a centre listed for another nationality necessarily accepts their case.

Separate valid-visa and residence-document exceptions remain important

The Russian and Turkish country pages retain a separate rule for holders of valid Schengen, United States, United Kingdom or Irish visas, and residence permits from those countries. They describe visits or transit of up to 30 days, with the period limited by the underlying document’s validity. This is a document-based exception, distinct from the nationality arrangement ending in October.

Check the exact permission held, the passport accompanying it and the intended visit with the responsible mission. For an illustrative Russian traveller holding a qualifying valid Schengen visa, the practical question is whether that separate exception covers the planned journey; it is not simply whether Russian passports previously entered visa-free. A traveller without such permission needs to establish the Montenegrin visa route before departing.

Prepare the short-stay file and allow for assessment

Montenegro’s general visa guidance describes the C visa for transit or a stay of up to 90 days within 180 days. Its checklist includes a valid travel document, a 35-by-45-millimetre photograph, purpose evidence, means of support, health insurance and proof of the consular fee. It identifies at least EUR 50 per requested day for financial means. Accommodation and return-travel evidence can also support the file.

That guidance gives a normal decision period of ten days, potentially extended to 30 days for further consideration or exceptionally 60 days where additional documents are needed. These are assessment periods, not a promise of a visa before the imminent change. Confirm the applicable fee and any provider charge with the receiving mission; the reviewed country notices do not establish a single total payable by every applicant.

Resolve transition questions before crossing the border

The immediate deadline is the intended entry or re-entry date. The reviewed country pages do not provide a complete explanation of every existing stay spanning 1 November. Anyone already in Montenegro should establish their remaining authorised stay and obtain individual clarification before assuming departure and return will be treated as continuation of the same visit.

The general visa page still contains broad descriptions of earlier nationality arrangements. Read those alongside the specific dated transition and the Cabinet explanation. Where a particular passport category, existing residence permission or crossing-date scenario is unresolved, ask the named mission which legal basis applies before travelling, and retain the official response with the journey documents.
