Workers changing employers in Montserrat must arrange a work-permit variation
Montserrat workers should confirm permission before changing employers. The legal rules distinguish a full job change, limited secondary work and specific exemptions; the published procedure separately identifies processing and final payments.

Check permission before changing employers
A worker moving to another employer in Montserrat should arrange the required permission before treating an existing work permit as transferable. This is a guide to the continuing legal and administrative requirements, not an announcement of a new November rule.
The Labour Code supplies the legal distinction: section 126 requires prior ministerial approval before a permit holder seeks alternative employment during the permit's validity. The same section contains a limited provision allowing another person to engage the worker for no more than five days per month with the primary employer's written consent. That narrow provision should not be treated as unrestricted permission to take a replacement job.
Section 127 lists exemptions, including permanent-residence certificate holders, OECS citizens and holders of a skilled CARICOM certificate. Those are different categories. CARICOM nationality alone should not be confused with possession of the specified certificate. Someone relying on an exemption should ask Labour which evidence establishes it for the proposed work.
Prepare the renewal or variation dossier
The government services page requires Form A when varying a permit to a new employer, alongside employer-signed renewal forms. It also requires tax and Social Security certificates and a one-dollar stamp. Collect those items before returning the dossier to Labour; an employment offer alone is insufficient.
Once the documents are acceptable, the department issues a voucher for the processing payment. The published rates are EC$75 for CARICOM nationals and EC$125 for others. Payment receipts must then be presented to Labour to start processing. These are processing charges, not necessarily the total price of the resulting permit.
The page describes renewal or variation processing as usually taking two weeks. That is a planning indication rather than a guaranteed decision date. After approval, a separate voucher for the final permit payment goes to the employer, and receipts and the current permit card return to Labour for updating.
Use the first-permit application for a genuinely new case
The government's separate first-work-permit page provides an online form. It asks for an advertisement of the vacant post, the reason for applying, the employee's name and the employer's email address. It also requests nationality, country of origin, birth details, passport number and passport issue and expiry dates.
Other fields cover first arrival in Montserrat, the job description, means of support while on the island and a copy of the passport information page. Those fields show why an employer should have the actual job and identity information ready, rather than submit an incomplete request merely to obtain a place in a queue.
The page says information will be verified and an approval or denial letter forwarded to the employer with further steps. Submission itself is therefore not the final outcome. Use the correct first-permit channel for a new application and the services-page instructions for an existing permit's renewal or variation; ask Labour to resolve a case that crosses those categories.
Keep travel permission separate from the employment decision
The UK government's Montserrat entry guidance, written for British travellers, separately states that a work permit is needed to work. Its visa-free visitor information should not be extended to other nationalities or read as a work exemption. Travellers should identify the passport they will use and check entry permission independently of the employer's paperwork.
That guidance also requires the online Immigration and Customs Form, available seventy-two hours before travel, to be saved or printed for presentation on arrival. A completed arrival declaration does not replace the employment approval. Keep the employer's decision letter, current permit and travel records available, and confirm any outstanding final fee or start-date restriction directly with Labour before beginning the new role.
The UK guidance also distinguishes travel-document validity from visa status: a valid travel document is required, and a passport reported lost or stolen cannot be used for entry. Anyone replacing a passport should therefore check the current document and permit records before arranging the journey.
