Beninese students in Morocco can request embassy help with residence applications

Benin’s embassy in Morocco publishes a specific procedure for students seeking an exception for a residence-card application or renewal. It requires current study and funding evidence and does not replace the Moroccan authority’s decision.

Identify the embassy procedure and its limits

Benin's embassy in Rabat publishes a dedicated service for students seeking an exception, or derogation, for a Moroccan residence-card application or renewal. It is an embassy-support procedure, not automatic immigration permission.

The page requires the study visa or residence card to have expired less than one year earlier and correct information in its spreadsheet. Contact the embassy promptly; submission should not be assumed to extend an expired document.

The required supporting file includes a request to the ambassador, a consular attestation, current-year enrolment evidence, the passport identity, study-visa and entry-stamp pages, and the old residence card for a renewal. Scholarship recipients provide the current scholarship certificate; students without a scholarship provide financial-support evidence. The completed spreadsheet is a separate required attachment.

Understand the Moroccan residence requirement

Morocco's Law 02-03 supplies the underlying legal framework. Article 13 describes the student registration card as the document for someone who establishes that they are studying in Morocco and has sufficient means of support. Admission to an institution and possession of a passport therefore do not settle every residence requirement.

Article 9 exempts foreigners staying for no more than ninety days under a valid travel document from applying for a registration card, subject to the law's framework. That short-stay exception should not be used to justify a longer academic stay without addressing residence status. The law separately provides for circulation documents for qualifying minors, including minors admitted for study under a visa exceeding three months.

Article 8 says an application or renewal receipt temporarily replaces the registration card. Keep the actual Moroccan receipt if one is issued; an embassy-support request is a different document. Article 7 provides for stamp duties on issuance, renewal and duplicates, so a student should obtain the receiving authority's current assessment.

Prepare the wider residence dossier

Qatar's embassy in Rabat publishes a separate official explanation of Morocco's foreign-residence procedures. Its student checklist includes passport identity and entry evidence, the applicable entry visa, two completed application forms, a recent photograph, proof of a stable address, a criminal-record copy, a medical certificate and evidence of sufficient resources. The housing evidence may be a rental agreement, property title or another document establishing stable accommodation.

It also lists evidence of acceptance to study and, for people subject to the visa requirement, a visa marked for study. The guidance directs residence applications to the competent security authority for the applicant's place of residence, with a Royal Gendarmerie route for the areas it identifies. Confirm the correct local office rather than take another student's filing location as universal.

The embassy explains the timing as within ninety days after entry or before the relevant visa expires. Use the earlier applicable limit when planning an ordinary application. A student already outside that timetable should address the status problem expressly, rather than assume the ordinary checklist alone cures the delay.

Obtain financial-support documents through the appropriate service

Benin's embassy service directory provides a distinct financial-support attestation procedure. It requires a request to the ambassador, the consular attestation, the current enrolment certificate and a passport copy. The parents' undertaking must be certified by a court or notary and identify the family relationship and the guarantor's professional activity.

The directory lists a ten-dirham payment for that attestation, with proof of transfer. That amount is the embassy's attestation charge, not the fee for a Moroccan residence card or a promise that an exception will be granted. Follow the embassy's published payment instructions and preserve the receipt with the supporting document.

The directory also says its services require the consular attestation and links to the Beninese public-service route for obtaining it. Start there if that prerequisite is missing. Ask the embassy how the completed support request will reach the Moroccan decision-maker, what further originals are needed and which document will confirm the applicant's actual residence position. Its published directory separates this service from a non-scholarship certificate, which has its own evidence requirements.
