Mozambique work-visa applicants in the UK need a document legalisation chain
Current guide: labour approval, consular work permission and authentication of UK records are separate steps, with costs and lead times that affect a proposed start date.

Work permission requires the correct consular route
People applying in the United Kingdom to take employment in Mozambique should prepare the work-visa file rather than use the tourism or business travel-authorisation route as a substitute. The Mozambique High Commission’s current Visa Section guidance asks for an employment contract authorised by the competent Mozambican authority, employer documentation and properly authenticated personal records. This guide explains the existing process and does not announce a new November exemption.
The mission says visit and tourist visas do not authorise employment, including voluntary work. Its work checklist calls for police and health certificates, employer licensing and financial or tax documents where applicable, and an employer request identifying the signatory. Use that named checklist to establish the complete file before purchasing travel or fixing an overseas start date.
The police-record instruction refers to the country of nationality or last residence of at least one year. A person living in Britain should therefore establish which jurisdiction must issue the required record. A UK legalisation service cannot turn an unrelated document into the correct criminal-history evidence for the consular application.
Establish the employer’s labour-authorisation basis
Mozambique’s Labour Ministry publishes Decree 88/2024 of 17 December, which regulates the hiring of foreign nationals. Its quota system distinguishes employer sizes: five per cent for large employers, eight per cent for medium, ten per cent for small and fifteen per cent for micro employers. The corresponding workforce bands are above 100, 31 to 100, 11 to 30 and up to ten workers.
These are employment rules, not nationality-based tourist visa exemptions. An employer should identify its applicable hiring mechanism before telling a recruit which authorised contract or labour evidence will support the visa. The regulation also treats government-approved investment projects separately where approved foreign-worker percentages differ from ordinary quotas.
The ministry text’s quota notification checklist includes the contract, qualification evidence, company tax clearance and passport or foreign-resident identification evidence. Ask the employer which mechanism it is using and whether qualifications obtained abroad need equivalence documentation. Do not calculate an individual entitlement from a percentage alone: the regulation’s calculation and documentary conditions still require assessment.
Follow the UK authentication sequence in the right order
The High Commission’s separate Legalisation page describes a sequence for UK documents: authentication by a British public notary, attestation through the UK foreign ministry’s Legalisation Office, then presentation to the Mozambican consular section. It requests a copy of the authenticated document. The page uses the older FCO name; the relevant UK department is now the Foreign, Commonwealth and Development Office.
For a document file, that sequence means the consular step follows the required British authentication rather than replacing it. Ask the mission whether the original or a certified copy is required for each record before paying a notary. The legalisation page and the work-visa page should be read together, because a document can be genuine yet still fail the receiving office’s specified format.
The UK government’s Get your document legalised resource explains that the Legalisation Office checks signatures, stamps or seals and attaches an apostille where they match its records. It does not issue the Mozambique work visa or decide the employment application. That distinction helps applicants understand why several authorities may handle the same document without duplicating the same decision.
Budget authentication separately and allow realistic lead time
GOV.UK lists the standard paper apostille at £45 per document, with postage or courier costs extra, and an electronic apostille at £35. It specifically excludes ACRO police certificates and several other records from the electronic service. A cheaper or faster electronic option therefore is not necessarily available for the document a work applicant needs.
The same resource gives an indicative standard paper processing period of up to 25 working days plus transport, with the current timeframe displayed during application. Build that into the document timetable before the consular stage. It also says documents issued outside the UK cannot use this UK legalisation service and must be legalised in their issuing country.
These British charges are not Mozambique visa fees, notary fees or the mission’s separate consular legalisation charges. Obtain those amounts directly before payment; a verified all-inclusive work-visa total was not established from the resources reviewed. The immediate next action is to confirm the employer’s labour evidence and the mission’s document format, then start authentication sufficiently early. No source reviewed guarantees that a proposed job start date will be met or that an application receipt authorises work.
