Namibia investor permits require NIPDB assessment and annual-fee planning

The five-year business-employment route introduced in September has separate investment and immigration stages; NIPDB currently specifies N$2,600 per year on approval.

The five-year route is for an assessed investment activity

Namibia's investors preparing to establish, operate or expand a business should distinguish the Employment Permit to Conduct a Business from a general employee permit. NIPDB's 9 October 2026 update confirms that the five-year investor route took effect on 1 September. This is a current follow-up to that introduction, rather than a claim that the route first opened in November.

The October update places NIPDB at the beginning of the process to confirm investor status and assess the economic impact before immigration consideration. A company registration or a statement that the applicant intends to invest is therefore not the complete assessment. Explain the actual business, the applicant's role and how the investment will operate in Namibia, keeping the supporting records consistent. The route is designed for qualifying investors; it should not be represented as an unrestricted five-year permission for every foreign employee, property buyer or remote worker.

Use the prescribed form to establish the individual and business facts

The application form linked by NIPDB asks for passport and nationality details, addresses outside and within Namibia, existing immigration permission, the applicant's role in the business, the nature of the investment and intended residence period. It also asks about previous applications, refusals, removals and convictions. Complete the relevant particulars accurately and explain affirmative answers rather than leaving a dash where the form requires detail.

The form requires a medical certificate for an applicant residing abroad at the time of application, and marriage evidence where applicable. Its declaration makes clear that this employment permit does not confer permanent residence and that a spouse or children require the appropriate permission of their own. It also provides for signing before two witnesses. Use the current linked form to prepare those personal requirements, then confirm the accompanying business-document checklist with NIPDB. Do not assume that naming relatives in the principal form automatically authorises their residence or employment.

Allow for two stages and confirm how the annual charge is collected

NIPDB's current permit guidance recommends filing two to three months before intended entry, or before the existing permit expires for an eligible renewal. It aims to complete its assessment and forward a complete case within 30 working days, after which the ministry's immigration consideration remains outstanding. The same guidance lists N$2,600 payable on approval and expressly describes that amount as per year or twelve months. It should not be advertised as a single N$2,600 purchase of five years.

Before paying, ask for the official approval and payment instructions identifying the granted duration and amount due. The annual wording alone does not establish whether a particular applicant will be billed for the entire approved period upfront or in another prescribed manner. Likewise, an assessment target is not the final immigration decision date. Work backwards from the intended relocation and current permit expiry, allowing time for document corrections and any site verification. Keep the investment-assessment reference, immigration outcome and payment record separately identifiable so that a delay can be followed up at the correct stage.

Existing holders should plan a transition rather than assume automatic conversion

The current guidance says existing employment-permit holders remain on their current permission until expiry; eligible investors may then seek the new route. It also confirms that NIPDB handles assessment while final consideration belongs to the Immigration Selection Board through the ministry process. An investment endorsement should therefore not be mistaken for a completed permit or a change to the current card's expiry. People who do not qualify as investors are directed to the ordinary employment-permit process.

The practical next step is to obtain the latest form and checklist from NIPDB's investor-permit page, establish whether the proposed activity fits, and submit a complete case through its designated channel. The gazetted form and the NIPDB-assisted form both remain linked, with different submission wording; follow NIPDB's current first-submission instructions and seek clarification before bypassing that assessment. Record the actual approval conditions before committing to business duties or travel. The verified sources do not establish automatic eligibility from a particular investment sum, guaranteed approval, permanent residence or a general exemption from family applications.
