Use completion evidence if the diploma has not arrived
Graduates of Dutch higher education programmes can prepare an orientation-year application without waiting for the ceremonial diploma if their institution can provide the required completion statement. IND Form 9571 accepts a signed institutional statement where study is complete but the applicant does not yet possess the diploma or certificate. This concerns completion of an eligible programme, not simply enrolment or a predicted graduation date.
The form identifies accredited Dutch bachelor’s, master’s and post-master’s programmes completed within the preceding three years. It also asks for the passport identity and travel-stamp pages, a completed and signed antecedents declaration and the evidence for the qualifying category. Foreign-language documents outside Dutch, English, French or German need an authorised translation, with copies of both the original and translation. Other qualifying categories have their own evidence requirements.
Check whether the online application conditions are met
The IND orientation-year service allows online filing for applicants living in the Netherlands who completed their study, doctorate or research there, still hold a valid permit for that purpose, and have BRP population-register registration and a BSN. Online access uses DigiD. Someone who cannot satisfy those online conditions should examine the written application route rather than assume having a Dutch degree alone opens the online form.
The resulting orientation permission lasts one year and cannot be extended. A second orientation year can follow a different qualifying programme or research project completed after the previous one, under the stated conditions; it is not an extension for the same completed study. The IND gives a 90-day decision period, which can be extended where needed, including an incomplete application. Plan against the actual expiry of existing residence permission and do not treat the maximum application window as permission to remain without valid status.
Applicants abroad should arrange the representation appointment
NetherlandsWorldwide explains that a graduate living outside the Netherlands must first establish whether an MVV entry authorisation and residence permit are required. Where both are needed, the applications can be made together at a Dutch embassy or consulate-general. Check the IND requirements and prepare the application before making the representation appointment.
The country-of-residence instructions determine how that appointment is booked. If applying there is not possible, NetherlandsWorldwide directs the applicant to the nearest relevant Dutch representation. Direct eligibility and preparation questions to the IND, and appointment questions to NetherlandsWorldwide. These are different responsibilities: an appointment confirmation does not establish that the qualification is accepted. Retain the selected route’s written checklist and instructions, especially if moving between countries while preparing the file. Do not use a short-stay tourist application as a substitute for the orientation-year residence procedure.
The permit permits work while the next employment route is arranged
The IND FAQ says orientation-year holders can work freely in the Netherlands without an employer obtaining a separate work permit. They can also use the year to start a business. It explains that the highly skilled migrant reduced salary criterion can apply when moving into that route, subject to its requirements. An employer should check the actual applicable criterion and permit conditions rather than assume every graduate job qualifies.
Finding a highly skilled job does not require an immediate change of residence purpose during the still-valid orientation year. The FAQ says the employer may wait until its end, but must apply before expiry to avoid a residence gap. Record the end date when signing the contract. The same FAQ cautions that a Dutch residence permit does not grant permission to work in other Schengen countries. A job elsewhere therefore needs the destination’s own employment and residence checks, even if travelling there is otherwise possible.
Budget the application and collect the residence document in time
The IND’s current fee schedule lists 254 euros for an orientation-year first application or change of residence purpose. This is the application fee; translation, legalisation and travel expenses are separate where relevant. Use the payment instructions for the chosen route, since an online application and a written or overseas application do not necessarily collect payment in the same way.
Where an MVV sticker is issued, NetherlandsWorldwide says its 90-day validity starts on the issue date printed on the sticker. The residence permit must be collected in the Netherlands within that period, and the sticker must remain valid on collection day. Wait for the IND collection message and make the required appointment. The MVV is not valid for the Caribbean parts of the Kingdom, so a journey through that region needs separate entry checks. No reviewed source confirms an individual decision date or automatic work entitlement merely from holding an application receipt.
