Start with the return journey rather than the departure date

This guide concerns residents planning to leave the Netherlands while their residence document is unavailable or will expire during the trip. Government.nl directs people in that position to apply for a return visa at an IND desk before departure. Someone already overseas follows a different entry-visa process. An appointment in the Netherlands is therefore a preparation step, rather than a solution to arrange after boarding an outbound flight.

IND’s travel guidance says a valid residence permit and a valid travel document serve different functions: the card establishes residence, while the passport or other accepted travel document establishes the ability to travel. The residence card is not a passport. Check its validity on the intended return date; IND permits re-entry up to its final valid day. Also check the destination country’s visa requirements separately. Dutch residence does not establish admission to every country on an itinerary.

Separate permission to await a decision from travel permission

A residence endorsement sticker proves that its holder may await the relevant procedure in the Netherlands. IND’s separate sticker service covers specified pending applications, including regular extensions and changes of purpose. For the usual pending-application category, the existing document must have expired or expire within four weeks, and an IND acknowledgement letter must have arrived. Other listed situations have their own conditions.

That service is free. Bring the valid passport or travel document, appointment code and existing or expired residence document, with a police report where it was lost or stolen. An eligible person attends personally; a child attends with a parent or legal representative. The important distinction is the sticker’s stated purpose: evidence of permission to await the procedure is not itself evidence that a return journey has been authorised. Use the return-visa assessment for the travel question.

Check the return-visa appointment and payment requirements

IND lists qualifying pending cases, including extensions, changes of residence purpose and replacement applications. Nationality matters: a visa-exempt person may return within the applicable visa-free period, but should check uncertainty with the carrier or border authority before leaving. This is not an assurance that every person awaiting a first application can travel.

The appointment page lists EUR197, or EUR57 for Turkish nationals and family members with the specified association-agreement rights. Exemptions include certain EU-family applications and cases exceeding the statutory decision period. Pay at the desk; credit cards are not accepted. Bring the passport, appointment code and existing document or police loss report. Urgent or business travel also requires evidence of the reason and outward and return dates. Ordinary validity begins at the appointment and is at most three months; IND says not to book earlier than two weeks before departure. Ask IND about exceptional longer-validity categories where relevant.

If already overseas, identify the permit and nationality category

Netherlands Worldwide’s expired-permit instructions distinguish temporary residence from permanent residence. A temporary permit needs an extension application; students, highly skilled migrants and academic researchers are directed to their institution or employer for that application. A permanent permit’s card expiry instead concerns renewal of the document. Do not describe those two situations as the same underlying loss of residence.

Its nationality list includes Pakistan among countries whose nationals normally need a visa. For a visa-required resident returning from outside Schengen, the page directs the person to an entry-visa application. Visa-exempt travellers are told to ask the airline about return documents. The overseas route does not replace the underlying extension or card-renewal task. Nor does an application receipt establish that a flight can be taken while the entry visa is undecided.

Prepare the overseas application without buying the flight first

The official entry-visa checklist requires a personally completed, signed Schengen application form, a qualifying passport and the relevant photograph. The passport must have two blank visa pages, be no more than ten years old and remain valid for at least three months after the intended return. For an expired permit, provide evidence of when the Netherlands or Schengen area was left, such as a ticket or passport stamp.

For a lost or stolen document, prepare the police report and IND registration number. A travel reservation or other evidence of travel plans is required, but a paid ticket is not. Select the actual country of application through the checklist’s location link for submission instructions. The reviewed material does not establish one universal overseas fee or appointment wait. Obtain those local details before payment; the checklist warns that an incomplete application can be rejected without refunding the visa fee.
