New Caledonia requires local work authorisation even for EU employees

Current guide: mainland French work permission does not transfer, and employment renewals must be planned separately from the High Commission’s residence process.

European nationality does not remove the local work requirement

Foreign nationals taking salaried work in New Caledonia must establish their local employment authorisation, including where they are citizens of a European Union country. The territory’s labour administration expressly includes EU nationals in the requirement. This is a current guide to the existing territorial process, not a new November restriction or a change in nationality classification.

The government application service warns that a work authorisation obtained elsewhere in the French Republic is not valid in New Caledonia. A recruit arriving with mainland French employment documents therefore needs a separate local assessment. Neither an existing French contract nor the ability to enter as a visitor establishes the right to perform the proposed job in the territory.

The distinction is especially relevant to an internal company transfer. An overseas employer can arrange a posting contract, but the employee still needs the appropriate local permission and immigration status. Identify the job, duration, local host and responsible applicant before booking the assignment.

Recruitment must address the local employment priority

The Direction du Travail et de l’Emploi explains that local employment priority applies where professional competence is equal, with the applicable residence criteria determined through the occupational table. It says an employer seeking a foreign worker must establish that suitable local labour cannot fill the proposed position and lodge the vacancy through a placement structure for the relevant province.

Use the labour administration’s Main d’oeuvre étrangère page to identify that recruitment obligation and the provincial contact. A foreign applicant’s qualifications are important, but they do not alone demonstrate that the employer has addressed the local labour-market requirement. Keep the vacancy-deposit evidence with the recruitment file.

The government’s March 2026 announcement presents emploi.nc as a platform centralising vacancies and making application tracking more transparent. It is a useful recruitment resource for employers and candidates. Finding an advertised position there, however, does not constitute a work-authorisation decision. Ask the employer how the vacancy record and any provincial placement requirement will support the application.

Prepare the online file and plan renewal early

The official government work-authorisation service lists a contract or assignment document, medical and repatriation insurance, local accommodation evidence and passport identity and validity pages. For permissions exceeding 90 days it identifies evidence of the deposited job offer; for shorter permissions it asks for the flight itinerary. The form also identifies a signed mandate where a representative acts.

The service says incomplete cases cannot be processed and gives an indicative five-week interval between receiving the request and a government decision. This is a planning estimate, not a guaranteed start-date promise. Keep the contact address accurate so that requests and progress communications reach the person handling the application.

Renewal must be sought no later than two months before expiry, according to the application service. The labour administration describes filing during the third month and no later than the second month before expiry, and stresses that renewal is not automatic. A change of profession requires a new request even with the same employer. An employment amendment should therefore trigger a review of the approved occupation, not merely an internal payroll update.

Arrange residence permission through the High Commission

The labour authorisation does not itself grant entry or residence. For non-EU nationals, the High Commission’s residence guidance requires a residence application no later than two months after arrival or before the long-stay visa expires, including where the person holds a long-stay visa described as equivalent to a residence permit. Follow its specific professional category and current checklist rather than assume mainland validation rules complete the local process.

For existing residents the same guidance gives a renewal period within the two months before the residence document expires. Compare that window with the earlier work-authorisation renewal timetable: they concern different documents. The High Commission page provides separate professional, family, student and visitor categories, and says the visitor card does not authorise professional activity.

A current universal combined fee for labour authorisation, visa and residence documentation was not established from the sources reviewed. Confirm the charge attached to the actual application and retain the official payment instruction. The immediate next actions are to identify the recruitment basis, obtain local labour permission, establish the appropriate entry and residence route, and record both expiry dates. A pending application should not be treated as an automatic right to start or continue a job.
