Students renewing residence in New Caledonia need academic records as well as enrolment

New Caledonia’s student residence checklist asks renewing applicants for grades and attendance evidence. Students should prepare those records alongside financial, housing and health documents, using the territory’s requirements rather than assuming mainland procedures apply.

Start with the territory and the actual immigration document

International students preparing residence documents in New Caledonia should distinguish an academic registration from immigration permission. France's Interior Ministry explains that visa exemptions depend on nationality, existing residence documents, length of stay and the part of French territory being visited. Mainland France, overseas departments and overseas collectivities operate under distinct arrangements.

New Caledonia belongs to the overseas group. A Schengen travel assumption should therefore not be used as the entire answer to a study-residence question. Identify the passport, existing visa or permit, proposed study duration and destination when asking the French representation which entry formalities apply.

The Interior Ministry's exemption page helps establish that territorial distinction and links to the relevant legal instruments. It does not replace the local student residence checklist. This is a current preparation guide, not an announcement of a new November restriction or a promise that admission to an institution guarantees residence approval.

The territorial public-service portal separately lists the High Commission's citizenship and immigration contact at its administrative centre in Nouméa. Use that published government contact to establish where a residence enquiry should go, rather than sending personal records to an address copied from an unofficial discussion.

Collect the additional evidence required for a renewal

The High Commission's student checklist specifically asks renewal and multi-year-card applicants for the previous year's marks and an attendance certificate from the educational institution. Where applicable, it also asks for the latest qualification obtained. Request those records early enough to resolve missing results or an incorrect name before submitting the residence dossier.

Its common requirements include the residence application form, identity and civil-status evidence, a valid long-stay visa or residence document, current medical coverage, recent housing evidence, photographs and enrolment or pre-enrolment confirmation. It lists financial resources of at least XPF73,389 per month and a XPF3,000 fiscal stamp. Confirm the current assessment with the receiving office before payment.

Scholarship evidence should identify the amount and duration. A privately supported student can use the financial-support evidence described in the checklist rather than simply attach an admission letter. The checklist requires personal attendance with originals and copies; additional documents can be requested according to the individual situation.

Use the legal framework for translations and local adaptations

The published order of 4 May 2022 provides a legal reference for supporting-document rules. Article 2 requires documents in French or a translation by a sworn translator attached to a court of appeal. A document understandable to the university is not necessarily in the form required for the residence decision.

Article 6 applies the order to New Caledonia with territorial adaptations. In particular, where a work authorisation is required, it is the authorisation under locally applicable law. Students should not use a mainland employment document as an assumed substitute for a local permission.

The order's study-document provisions distinguish common requirements from renewal-specific academic evidence. It dates from 2022, rather than a new November measure. Consult the High Commission about any discrepancy between a checklist and an individual request.

Arrange health coverage and arrival support separately

The University of New Caledonia's incoming-student page says international students must arrange entry and residence formalities and prepare travel after acceptance. Its practical advice also allows a university-residence room request when the academic application is submitted. A housing request is not a guarantee that accommodation has been allocated, so keep the eventual address evidence available for the immigration file.

The university says international students must obtain health insurance including repatriation and civil liability because the territory's social-security system has no specific international arrangement covering these students. Check the policy's geographical coverage and dates against the intended stay rather than assume an insurance document for mainland France covers New Caledonia.

For arrival support, the university describes a free shuttle for international students who notify it in advance of their arrival date and time. Use its international office for those academic and reception arrangements, and the High Commission for immigration decisions and any filing deadline applicable to the existing permit. Keep those responsibilities separate when preparing the next step.
