New residents in French Guiana should check when their one-year driving-licence exchange window starts

The national procedure gives a €20 fiscal-stamp charge in Guyane. Eligibility depends on the issuing country, the licence category and the holder’s residence status.

Record the relevant residence date before the first year ends

People settling in French Guiana with a non-European driving licence should check the exchange deadline alongside their immigration documents. This guide concerns driving recognition after relocation. Service Public’s exchange guidance gives first-time non-European residents less than one year from receipt of their first residence card to request an exchange. For a VLS-TS holder, the relevant date is online validation or the applicable OFII endorsement.

The page says a later residence renewal or ordinary status change does not restart that clock. It also identifies a €20 electronic fiscal stamp in Guyane, compared with €40 generally. Payment is made through the online exchange procedure or the stated official stamp channels. That charge is not evidence that an otherwise ineligible licence can be exchanged. Establish the applicable residence date before relying on the expiry date printed on a newer card.

Check the issuing authority and the physical licence

The Interior Ministry’s reciprocity list, updated on 2 March 2026 and hosted by France Diplomatie, includes Brazil and Guyana with all listed categories exchangeable in principle. It also shows that some other issuing authorities have narrower category coverage. The list describes potential eligibility subject to conditions, not automatic recognition of every document issued in a listed country.

Its introductory rules require a valid physical licence and valid driving rights originally obtained through theoretical and practical examinations. An expired physical document or a purely electronic licence is not accepted for exchange under that guidance. It also requires compliance with lawful-stay and normal-residence conditions. A driver crossing the regional border should therefore distinguish the country that issued the licence, their citizenship and their actual residence history. A foreign passport or possession of an international driving permit does not by itself answer those exchange questions.

Prepare evidence of both driving rights and residence

Business France’s public relocation guide, verified on 11 May 2026, directs exchange applications to ANTS online. Its document checklist includes identity evidence, a valid residence permit, address evidence under six months old, the original licence, an attestation of driving rights under six months old and the appropriate e-photo. Foreign-language documents need an official French translation. Obtain the driving-rights statement from the issuing authority early enough that it remains current when filed.

The same guide distinguishes an exchange agreement from the situation where no agreement exists. In the latter case, the driver needs to pass the French theoretical and practical tests to continue driving after the period of foreign-licence recognition. Company relocation assistance or a work contract does not replace those qualifications. Check any medical restrictions and whether additional evidence is needed for heavy-vehicle categories before assuming a standard car-licence file covers every vehicle used in the new job.

The Guyane paper form is not evidence that postal filing remains current

A still-accessible Guyane prefecture form requests original documents and photocopies, a signed local form and two envelopes bearing €0.53 postage. It also asks for the issuing authority’s licence-status attestation, translation, residence and passport evidence and proof of address, including a host’s statement where appropriate. Its publication date was not established, and the postage instruction clearly needs current confirmation rather than being copied into a new filing plan.

The form remains useful for identifying the local archive’s emphasis on a complete file and normal residence in the issuing country when the licence was obtained. It should not override the current national online procedure. Before sending original identity or driving documents to an address found in older instructions, ask which submission stage actually requires them and follow the current case instructions. The availability of a downloadable paper form does not prove that a counter or postal route still accepts new applications.

Students and former students have a different recognition question

Service Public’s separate student-and-short-stay guide permits a foreign student holding a valid student residence document or RECE job-search/business-creation card to drive with a qualifying non-European licence under the specified conditions. It requires validity, compliance with medical restrictions and an official French translation where needed. This is a residence-status qualification to the ordinary settlement rule, not a general exemption for every person enrolled in a course.

The guide says a student obtaining a different residence category after studies must address exchange within the relevant year following the new document, and an unexchangeable licence requires the French tests. It separately warns that French students with foreign licences do not receive the same throughout-studies recognition. For an individual transition involving a RECE card or another status, ask France Titres which date applies before driving beyond the recognised period.
