Check whether the 27 October application boundary affects you

Immigration New Zealand announced on 27 October 2026 that unlimited work rights for new research master's students had ended. The change applies to new student visas where applications were made on or after that date. New master's students now receive the same twenty-five-hour weekly work conditions and holiday arrangements described in the announcement.

The application date matters. Someone with an earlier application should not assume the new rule changes an existing visa automatically. Keep the submission record and check the granted conditions.

INZ separately extends the course-end allowance from one month to two months; the alternative 31 March expiry arrangement remains unchanged. Check the actual visa expiry before making further plans.

Read the work conditions before agreeing to hours

INZ's working-on-a-student-visa page directs students to the conditions recorded on their eVisa or visa letter. It distinguishes part-time work from full-time holiday work, and says eligible tertiary holiday work depends on the course's duration, credits and teaching structure. A university vacation is not automatically evidence that every student can work full-time.

The page continues to distinguish doctoral students, whose enrolled PhD study can carry unlimited work hours while they continue studying full-time. The new master's restriction should not be presented as a limit imposed on every postgraduate qualification. Confirm the exact programme and granted conditions before comparing students' positions.

International students cannot be self-employed under this guidance: they must work for an employer and have an employment agreement. Practical experience can be allowed where it is an approved course requirement. If the granted conditions do not match the work entitlement the student believes applies, contact INZ for clarification rather than begin work beyond the recorded conditions.

Show a credible study plan and explain English ability

INZ's genuine-intentions guidance explains the evidence behind a student decision. Applicants should show an approved course offer or enrolment, tuition-payment arrangements and a coherent explanation of why they chose the programme. The authority can ask about previous education, academic progress, attendance and the source of money available for the stay. Explain any poor attendance with supporting evidence.

The English-language check concerns whether the applicant can undertake the proposed course and make satisfactory progress. The guidance says evidence can include current-study verification or language-test results. Do not invent a universal test score from the announcement; check the actual course and visa requirements and supply accurate evidence of the relevant ability.

Applicants should also be truthful about plans after study. INZ says an intention to apply for an eligible later visa is not viewed negatively if disclosed. A previous refusal by another country must be declared, but does not automatically cause a New Zealand refusal. Provide the decision letter or the explanation requested by the official guidance.

Prepare funding and the next application before permission expires

The Fee Paying Student Visa page lists an application cost starting at NZD850 and recommends applying at least three months before planned travel, particularly during the October-to-March busy period. That is preparation advice, not a guaranteed decision time. Use the official application page to obtain the assessment for the actual nationality and filing location.

The same page requires tuition and living-cost evidence, appropriate insurance and an offer from an approved provider. For tertiary study, the stated living-funds requirement is NZD20,000 per year or NZD1,667 per month for shorter study. A budget relying on unrestricted research-master's employment should be reviewed against the new work conditions.

Prepare the passport scan, photograph, course and funding records, and any required health or police evidence. Returning students also need evidence of progress and attendance. The visa can be shorter than the course because of paid-study duration or passport validity. Check its actual end date and the requirements for any subsequent application instead of treating the additional course-end allowance as a blanket extension of every existing visa.
