Decide whether the proposed change needs a new student visa

International students already holding a New Zealand student visa should identify exactly what they want to change before withdrawing from their current course. Under operational instruction E3.26.10, changing to another education provider ordinarily requires a new student visa, even if the subject stays the same. A lower-level programme also cannot be authorised through a variation of conditions.

A variation may cover a programme at the same or a higher level with the same provider. A provider change can exceptionally qualify where circumstances are beyond the student’s control, such as closure or New Zealand Qualifications Authority compliance action. This is an existing distinction, not a newly announced entitlement. Personal preference for another institution should not be equated with that exception.

Explain why the new study plan remains credible

Operational instruction U3.40 requires more than a new offer. The immigration officer must be satisfied that the student meets the student requirements, has not breached visa conditions and remains a genuine applicant. The proposed programme, provider and location must also be consistent with a student visa having been granted for that plan originally.

The officer may consider how recently the original visa was issued and whether the new subject or level differs significantly. A clear explanation of the academic change therefore matters alongside enrolment documents. Students who received New Zealand Scholarship funding in the preceding two years need evidence of Ministry of Foreign Affairs and Trade support and continuation of the scholarship. Tuition payment evidence can be supplied after approval in principle under this instruction.

Obtain an offer that identifies the actual programme

The offer-of-place instruction U3.5 specifies the programme name, minimum completion time, tuition fees and whether study is full-time or part-time. It also requires confirmation that the provider has assessed the programme’s suitability and the student’s English proficiency and academic ability. An informal message saying a place might be available does not supply that complete information.

For a programme lasting at least an academic year, the offer or accompanying document must identify scheduled vacation dates and duration. The instruction also distinguishes annual fees for longer programmes and domestic or foreign fee treatment. Check these details against the proposed change: the provider, qualification, study intensity and completion period help establish what permission is actually being requested.

Prepare the variation form only if that is the correct route

The October 2025 version of form INZ1020 has a student section asking for the proposed course, provider, location and explanation. Its checklist includes the offer, financial support and accommodation material where applicable, and tuition-payment evidence subject to approval-in-principle arrangements. It permits a certified passport copy, while warning that an officer may later request the original.

The form also warns that withdrawing from the current course or provider before the conditions are varied breaches the existing visa. Its broad description of possible provider changes must be read with the restricted exception in the current operational instructions; the availability of a box on a form does not establish that a chosen transfer qualifies.

Use the application number to find the submission route

INZ’s student-conditions service distinguishes two systems. If the eVisa application number starts with SV followed by eight digits, submit variation requests through enhanced Immigration Online. If it has eight digits without SV, course-related variations use the paper INZ1020 route. The separate online work-hours process does not substitute for a course-change request.

The service directs applicants to the official fee and receiving-office tool for the relevant variation category. No numerical variation fee was established in this check; confirm the amount and submission address for your circumstances before paying or posting. A variation cannot extend visa expiry. If the new programme needs a longer stay, apply for a new visa and do not treat a pending variation as an extension.

Keep lawful stay and permission to change study separate

The Interim Visa service says a completed new temporary-visa application must be received and accepted for processing before the current visa expires. Eligible applicants must be in New Zealand. INZ normally grants interim permission automatically; applicants cannot submit a separate Interim Visa application, and there is no interim-visa fee.

Its conditions depend on the previous visa and the new application, so a student must check what study is permitted rather than assume the proposed transfer is already approved. An Interim Visa starts after current permission expires, can last up to six months and expires on departure from New Zealand. A course offer, tuition receipt or application acknowledgement alone should not be treated as the final decision authorising a change.
