The November test dates are not a new registration window

Norway’s Directorate for Higher Education and Skills published 30 October 2026 at 23:59 as the closing time for winter Norwegian-language-test registration. The test period is 30 November to 4 December. On 2 November, applicants should treat that advertised registration window as closed, rather than confuse the forthcoming examination dates with an opportunity still to enrol. This is a deadline follow-up, not an announcement of a new immigration restriction.

Use the directorate’s registration page to check the official arrangements and contact the test centre about an individual booking or the next available opportunity. Registration is confirmed by text message and email after completing the payment arrangement. Municipalities set the charge; the page does not establish one nationwide price. People entitled and obliged to language training can receive one free attempt at each component, with registration handled by the centre.

Establish whether the permanent-residence tests apply

UDI’s permanent-residence test guidance identifies applicants aged eighteen to sixty-seven as generally needing oral Norwegian at A2 or higher and a social-studies test in a language they understand. Identify the actual residence route and required evidence before paying for tests that may not be necessary for the case.

The same resource lists possible exemptions based on documented education, sufficient knowledge, a municipal exemption or health and personal circumstances. Examples differ between the language and social-studies requirements. A qualifying language grade should not automatically be treated as proof of an exemption from both tests.

Use UDI’s specific exemption page to compare the relevant educational record with the stated category. Where health or learning circumstances prevent testing, explain why the test cannot be passed even with adjustments. Arrangements such as extra time or a separate room are not the same as being exempt. Ask the test centre about accommodations and UDI about the immigration exemption.

Use the prescribed forms for a health or personal exemption

UDI’s main exemption form is specifically for permanent-residence applicants requesting relief from the language or social-studies test for exceptional health-related factors or personal circumstances. It is not the municipality’s form for an exemption from course or test obligations.

The applicant completes the main form and supplies the relevant supplementary evidence from healthcare personnel or an educational or specialist learning institution. The form asks about the ability to learn or take the tests, schooling and language background, rather than only requesting a diagnosis or an unsupported statement of difficulty.

Use the official form’s instructions to assemble that evidence and submit it to the police with the permanent-residence application papers. Names should match the population register or, where not registered, the travel document. Requesting an exemption does not itself establish that it will be granted.

Keep meeting the residence conditions while awaiting a decision

UDI’s separate eligibility notice says the relevant requirements must generally be met when the police or UDI decide the permanent-residence application. The notice was published 1 July 2025 and applies to applications submitted to the police after 1 September 2025. It should not be presented as a new November change.

The authority illustrates the point with skilled workers, who generally must still satisfy the underlying full-time-employment condition at decision time. Meeting a requirement earlier does not preserve eligibility if the necessary condition later ceases. The financial-support requirement has a separately stated timing exception.

Use this notice when reviewing an existing application or planning when to apply. UDI advises people who do not yet meet the requirements to wait and renew their current permission where appropriate. A language-test booking, result or exemption request does not replace the current residence permit or remove its conditions. The reviewed resources do not guarantee an immigration decision date.

Registered candidates must bring acceptable physical identification

The directorate’s test-day guidance requires valid physical identification and the same identity number used for registration. It lists acceptable documents including a valid passport, a foreign-national residence card and specified other identity documents. Check the actual document before attending, particularly after a replacement or identity-record change.

Use that separate test-day resource to prepare the attendance file. Candidates cannot use their own computer for the computer-based components, and the centre provides the practical instructions. Completing the test is one stage; retain the eventual official result for the immigration procedure rather than treat attendance alone as proof of the required level.
