Pakistanis who lose a passport should report it before choosing a replacement route

Report the loss and recover the passport number

Pakistani passport holders who lose their document should report the loss rather than submit an ordinary renewal as though the old passport were still available. DGI&P’s general requirements ask for a police report identifying the missing passport number. If the machine-readable passport number is unavailable, the same guidance allows a written request to the nearest Regional Passport Office, supported by CNIC or NICOP copies, or a child’s registration certificate for a minor.

Adults also need the original valid CNIC or NICOP and a copy. Government, semi-government and autonomous-body employees require a departmental no-objection certificate; dual nationals bring their foreign passport and a copy. Children have separate identity and parental-responsibility requirements. A police report does not replace those documents.

Count previous losses before calculating the charge

The Passport Rules require prompt reporting to the nearest passport office and police in Pakistan, or the nearest Pakistan mission abroad as applicable. Replacement is processed in the lost reprint category. The rules prescribe double the fee for a first loss, four times for a second and eight times for a third, with proportionate increases for subsequent losses. Third and later losses need the Director General’s prior approval.

The shorter general requirements page describes referral of third-loss cases without spelling out the eightfold amount. That omission should not be read as a waiver of the published rule. Before paying, obtain the applicable base charge for the chosen document, validity and priority, and have the office identify the loss category. This guide does not quote a universal rupee total because the multiplier alone does not establish the correct base fee for every application. An emergency document for return to Pakistan is a separate possibility described in the rules, not a substitute permission for onward holiday travel.

Use the overseas lost-reprint category only where it applies

DGI&P’s online passport guidance offers the Pakistani diaspora a lost-reprint category for first and second losses. It directs a person with a third loss to the relevant foreign mission. This distinction matters even where the applicant has successfully renewed online before: the missing document and loss history change the application category.

The online process requires an account, demographic and biometric information and supporting documents. Applications can be saved while being prepared. Payment is by credit or debit card after the requirements have been completed and reviewed. Headquarters then examines the documents and may approve onward processing or refer the applicant to a mission or regional office for further verification. The page says online fees once paid are non-refundable and cannot be transferred to another person. Selecting an online category therefore does not remove verification or guarantee printing immediately after payment.

Check the office record before the application is approved

The separate application-process guide asks applicants at a passport office to check the application type, priority and identity number on the QR token immediately. It then provides an opportunity to review the entered particulars on the printed data form before signing. Point out an error at that stage: the guide warns that saved data changes require cancelling the token and repeating the process, and changes are not possible after the Assistant Director’s approval.

The process includes photograph and fingerprint capture, record checks and an interview or decision. Additional evidence or nationality clearance can defer the case. The current guide describes paying through the QR token using digital channels, whereas the general lost-passport instructions still mention depositing the fee in a bank. Follow the payment instruction issued for the actual application and confirm how the loss multiplier is recorded before making a duplicate payment.

Use the appropriate contact for a pending file or urgent return

DGI&P’s contact directory separates online passport issues at [email protected] from online delivery at [email protected] and application tracking at [email protected]. Online issues should include the tracking ID alongside the applicant’s name, contact details, identity number and address requested by the directory. The general helpline is 051-111-344-777, or +92-51-111-344-777 internationally, with published Monday-to-Friday hours of 8am to 4pm.

For an urgent return from abroad, ask the responsible Pakistani mission which travel-document process fits the case. No mission-specific appointment, airline acceptance or guaranteed replacement delivery date was established for this guide. A police report records a loss; it does not itself supply a new travel document or extend permission to stay in another country. Keep the report, application reference and payment evidence available when seeking case-specific instructions.
