Check the current card before relying on visa-free entry

Overseas Pakistanis travelling to Pakistan with foreign passports should check their NICOP validity before making final travel arrangements. Canada’s current official Pakistan travel guidance says dual citizens using foreign passports must present a valid National Identity Card for Overseas Pakistanis or a visa. It warns that an expired, cancelled or revoked NICOP may lead to refusal of entry. This is a practical explanation of current requirements, rather than a claim that a new restriction was announced today.

The immediate question is whether the document available for the journey is valid, not simply whether the traveller previously qualified for a card. An expired card and a receipt showing that renewal has begun are different records. Do not assume the receipt provides the same travel entitlement: obtain confirmation from the responsible Pakistani mission and carrier if the replacement will not arrive before departure. Canada’s guidance also tells travellers to verify passport requirements with their transport company.

Renewal eligibility does not create a travel grace period

NADRA’s NICOP renewal guidance identifies the document as an identity card for Pakistani citizens residing abroad. It says a citizen must apply for renewal no later than one month after expiry or early termination of validity. That administrative application deadline should not be read as a one-month permission to travel using an expired card. A renewal obligation and the evidence required for border entry address different issues.

For example, a family whose cards expire shortly before a planned flight should start with the expiry dates and available renewal channel, rather than count backwards from that post-expiry application deadline. Record each person’s application and delivery status separately. If a name on the foreign passport differs from the NADRA record, raise that discrepancy through the prescribed service before relying on the documents together. A previous journey without difficulty does not establish that a later journey will be accepted.

London renewals have specific evidence and delivery arrangements

The Pakistan High Commission’s London NADRA service page lists the expired NADRA card and a valid passport, UK Share Code or evidence of lawful UK stay for a straightforward NICOP renewal. Changes to existing particulars require the modification service and supporting evidence. First registrations have a different checklist, including family records and biometric verification; they should not be treated as routine renewals.

The service page lists Smart NICOP charges of £55.50 for normal delivery, £68.50 for urgent delivery and £83.50 for executive delivery, including the stated home-delivery and bank charges. Its indicative delivery periods are six to eight weeks, three to four weeks and two weeks respectively. These are London service figures, not worldwide fees or a guaranteed delivery date. Book the required appointment and confirm the current amount because other official FAQ material displays different figures. A higher service tier does not remove document verification.

Children and returning British citizens need separate checks

The UK government’s Pakistan entry guidance confirms visa-free entry for holders of valid NICOP or Smart NICOP and recognition as Pakistani citizens. It also warns that a parent travelling alone with a child, or an accompanying adult who is not the parent, may need evidence of parental responsibility when leaving Pakistan, particularly where the child is of Pakistani origin.

That makes the outward journey only one part of the family’s document review. British citizens returning to the UK must carry a valid British passport or certificate of entitlement under the same guidance. Check the child’s own records, the accompanying adult’s relationship evidence and the documents required for the return journey. An adult’s valid card does not by itself answer those separate questions for every member of the booking.

Identify the correct card and unresolved issue before applying

NADRA describes the Pakistan Origin Card as a separate document for foreign nationals of Pakistani origin, with benefits including visa-free entry. It is not interchangeable with an application for NICOP as a Pakistani citizen. A family uncertain about citizenship or the appropriate card should use NADRA’s eligibility guidance and the mission responsible for its place of residence before paying for a service.

The useful next step is therefore specific: renew a qualifying card, correct a conflicting record, establish the appropriate identity category or obtain the required visa. Keep the answer and supporting documents for the actual traveller together. None of these checks establishes acceptance of an expired card merely because an older online notice or another passenger’s experience describes a more permissive arrangement.
