Arrange the animal’s permit and veterinary timetable first

Palau’s Bureau of Customs and Border Protection requires an import permit for cats and dogs. Its Biosecurity page directs owners to [email protected] for the application and the conditions applying to the individual animal. This current guide explains existing requirements, not a new November pet-entry concession.

The published guidance requires an international health certificate issued or endorsed no more than forty-eight hours before departure. It also specifies rabies-vaccination timing for pets older than three months and additional treatments and disease-specific vaccinations. Take the complete official instructions to the veterinarian before fixing transport; a last-minute examination may not satisfy earlier preparation requirements.

The page contains inconsistent age wording, including both no age restriction and no entry for pets younger than four months. Obtain written clarification for a young animal rather than choose the more permissive sentence. Quarantine arrangements can depend on origin. The cited page supplies no universal permit fee or guaranteed decision period.

Make the animal’s identity and health records consistent

The bureau’s 31 July 2026 announcement describes new microchip-scanning equipment and training for Biosecurity officers. It says the scanner assists verification of dogs’ and cats’ identity, vaccination and immunisation records when animals move into or out of Palau. That dated operational announcement is useful context, not evidence of a newly imposed November microchip rule.

Use the official announcement to understand why consistent identification matters. Ask the authority and veterinarian to check the identifier shown on the permit, health certificate and vaccination records for the actual pet. A scan or an identification card does not itself prove that every import condition has been met. The announcement does not establish a universal exemption, substitute certificate or automatic approval for a particular breed or country of origin.

Declare the accompanying supplies and personal effects accurately

The bureau’s Border Management page treats personal belongings and commercial or technical equipment differently. Used clothing, cameras and laptops carried for the owner’s personal use can qualify for the stated personal-effects allowance; goods intended for gifts, sale or exchange do not meet that description. Moving with a pet should not become a reason to assume every accompanying item is automatically duty-free.

The page identifies professional equipment and goods exceeding the ordinary allowance for declaration. It warns that goods valued above US$1,000 without arranged customs pre-clearance can be held until an import entry is processed. That goods procedure is separate from animal permission and the traveller’s immigration clearance.

Use this customs resource to identify which receipts and declarations to prepare for a relocation or extended visit. Keep veterinary records accessible rather than packed in a consignment that may be detained. The page separately restricts protected animals and plants; a routine pet permit should not be extrapolated to wildlife or protected-species products.

Check the owner’s passport rather than assume the pet permit covers entry

The US State Department’s Palau guidance describes visa-free visits of up to one year for US citizens and requires six months’ passport validity beyond arrival, with a blank page for a stamp. These conditions concern the human traveller using that nationality, not the animal. They should not be applied to every foreign resident of the United States or every accompanying family member.

The same resource warns that firearms, ammunition and even spent casings cannot be imported, and that electronic cigarettes are illegal. Review the household packing list alongside the animal arrangements. A relocation shipment can contain items governed by several different controls.

Use the passport-specific government guidance for the owner’s entry questions and Palau Biosecurity for the pet. The US page also identifies limited emergency medical infrastructure on smaller islands; anyone arranging an extended family stay should assess insurance and access separately from the fact that entry permission is available.

Confirm the applicable human visa and the final arrival file

Palau Immigration’s own page distinguishes nationality exemptions and visa or work-permit categories. Use that resource to confirm the permission applying to the passport and intended activity, including whether a move involves employment rather than a visit. It links the official entry form, whose QR code is presented at check-in and arrival.

Keep the owner’s approval and entry-form confirmation separate from the animal’s import permit and veterinary certificate. Neither a completed declaration nor an airline booking establishes that both clearances have been granted. Confirm the actual charges and any outstanding conditions with the responsible office before departure.
