Students seeking permanent residence in Paraguay must show how they pay living costs

Permanent-residence applicants need verifiable resources as well as academic records; enrolment alone does not prove financial means.

The July financial-evidence rules include students

Paraguay’s current financial-evidence framework for permanent residence includes a category for adult students. This guide, checked on 2 November, examines its practical requirements rather than announcing a new residence route.

DNM announced Resolution 407/2026 on 25 June, applying it to applications lodged from 6 July 2026. It unified financial-evidence criteria for permanent residence under the national migration law and the Mercosur agreement. Twelve categories cover different circumstances, including students, employees, pensioners and remote workers. The reform also removed the printed occupation from the admission card while retaining the information in the authority’s system. Use DNM’s announcement to identify the applicable financial framework; it does not mean every student qualifies for permanent residence merely because the category exists.

Keep academic continuity and financial support records together

The permanent-residence checklist covers adults in school or higher education, including distance study. In-person students need official confirmation of regular status and academic continuity, supported by enrolment receipts or school records covering the two years of temporary residence. Distance students need a certificate specifying that mode. Foreign certificates require the applicable apostille or legalisation and Spanish translation.

Student status alone does not prove financial means. Applicants need personal income or documented support from specified relatives: parents, grandparents, siblings, or an aunt or uncle. Supported students must show the relationship, actual transfers or other verifiable resources reaching them, and an authenticated copy of the supporter’s identification. Use the checklist’s student section to connect the named supporter with the actual payment evidence. An unsupported promise of assistance is different from the documented provision described there.

Check the precise course and campus in the accreditation register

Academic planning involves a separate official check. Paraguay’s National Agency for Evaluation and Accreditation of Higher Education, ANEAES, provides an advanced search of accredited degrees. The register identifies the course, institution, faculty, campus, accreditation start and end dates, status and resolution. Those fields matter to foreign students comparing similarly named programmes at different locations.

Use the register to search the precise degree and campus being offered, and retain the relevant accreditation details with admission records. A university’s name appearing for one course or campus should not be treated as confirmation of another programme. Accreditation dates also need to be read alongside the intended study period. The education register does not grant residence or establish financial solvency, but it helps avoid basing a substantial international move on an incomplete description of the qualification.

A separate education timetable reaches into 2028

ANEAES has reported an Education Ministry measure requiring programmes covered by Law 2072 to be in the accreditation process from 2026, with registration of degrees from 2028 limited to accredited programmes. This is a previously announced education requirement with prospective consequences, not a November immigration deadline.

Prospective students should ask the institution how the measure affects the intended qualification and expected graduation date, then verify accreditation through ANEAES. Being in an assessment process and holding an accreditation decision are different stages. Use the regulator’s explanation to raise that question before paying tuition, particularly where professional registration after graduation is important. The resource does not establish that a particular unlisted student or course has an exemption.

Budget for the residence service separately from tuition

DNM’s fee table effective from 1 July lists Gs 2,926,925 in cash for permanent residence including category change, with higher electronic-payment totals because of provider commissions. Additional services or fines can change the total. Use the official tariff to identify the correct service and obtain an official receipt; that payment is separate from tuition, document authentication and evidence of living costs. Confirm the full application requirements and individual filing date with DNM rather than assuming the financial category replaces the rest of the residence procedure.

The tariff page accepts cash only in guaraníes and identifies local and international debit or credit cards through the official POS arrangement. It also lists combined charges where residence certificates, information changes or fines are added. Ask which combination applies before payment so a card-provider commission or another service is not mistaken for an unexplained tuition or recruitment charge.
