Decide whether you are applying from abroad or changing status

Foreign pensioners considering residence in Peru should choose between the overseas rentista application and an in-country change of immigration category before assembling evidence. Migraciones publishes separate procedures, with different fees and documentary wording. This current-rule guide compares those routes; it does not announce a new retirement programme.

The overseas application page requires the applicant to be outside Peru to obtain the category. For foreign-source income, it asks for evidence of permanent net income of at least USD 1,000 monthly and a sworn statement that funds enter through a bank or financial institution supervised by Peru's banking regulator. It also lists passport and criminal-record evidence. The published overseas fee is S/58.80, code 07567; verify the appropriate payment instructions for an applicant abroad before paying.

Understand what the indefinite category establishes

The migration-law amendment published on 14 November 2023 describes rentista residence for a foreigner receiving a retirement pension or permanent income from Peru or abroad. It states that Migraciones grants the category and that its duration is indefinite. The income amount and other conditions are left to the regulations. Indefinite duration should therefore not be confused with automatic approval merely because an applicant describes their savings as retirement funds.

The same amendment's Article 26.2 says foreigners must provide an Interpol exchange record or analogous document when Migraciones requires it. This is relevant because the operational change-of-status page retains an older notice about an unlawful bureaucratic requirement, followed by a statement invoking the later legal basis. The later statutory provision must be considered when reading that historical notice.

Prepare the in-country change file and use its own fee code

The rentista change-of-status page asks for a signed form, payment receipt details, a valid passport or recognised equivalent, an Interpol exchange record no older than six months, and a declaration about criminal, police and judicial records over the preceding five years before arrival. It lists an exception from the Interpol document for minors. Follow the checklist for this procedure rather than simply copying the overseas visa file.

For foreign income, it asks for the supporting document from the source country with the specified notarisation or Migraciones authentication and consular legalisation or apostille. It also requires a declaration that the money enters through a bank. The published change fee is S/161.40, code 07568. Upload the documents through the digital agency and retain the file number and electronic-mailbox credentials for observations and the decision.

Check the Interpol service separately from the residence charge

The Interior Ministry's 2025 administrative-procedures document describes the Interpol exchange record as a service involving identification and checks using international police information. It lists a sworn application, the service payment and presentation of an identity document. The published service charge is S/31.50 under Banco de la Nacion payment code 08141, separate from the Migraciones residence charge.

The document says the record is valid for 180 calendar days from issue and cannot be renewed; after expiry, a new record is required. It also says US, Canadian and Australian citizens must provide evidence of the additional payment required in those countries. Check the applicable nationality requirement before booking. Its list includes decentralised service locations, so an older web instruction referring only to one Lima office should not be assumed to establish the present nationwide service arrangement.

Obtain foreign authentication from the correct issuing jurisdiction

For applicants using US public documents, Peru's Washington consulate gives a specific starting point: obtain an apostille from the Secretary of State in the state where the public document was issued. The consulate distinguishes that process from apostilling Peruvian documents. Sending a US-issued certificate to Peru's foreign ministry for a Peruvian apostille would therefore confuse the issuing jurisdiction.

This is a bounded US example, not an authentication rule for every country or every private pension statement. Ask Migraciones which underlying income document and certification it accepts for the actual issuer. The reviewed procedures do not establish that every bank statement qualifies as permanent-income evidence. They also supply no universal application deadline or automatic extension of existing permission while a change is pending. Resolve current-stay expiry and any outstanding document question before relying on the application to support future plans.
