Papua New Guinea employers must distinguish new Sponsor Portal cases from permit renewals
Current official resources describe the combined employment application, separate renewal channels and evidence needed before a worker travels. This guide identifies where older consular checklists require confirmation.

New general employment cases use the sponsoring employer’s channel
Papua New Guinea employers recruiting a foreign worker should identify whether the case is a new general employment application or a renewal before submitting documents. ICSA’s 19 November 2024 system-enhancement notice ended email and counter lodgement for new general work-permit employment-visa cases and directed those applications to the Sponsor Portal. This is a current procedural guide, rather than a new November 2026 launch or an announcement that every work-permit service has moved to an identical channel.
The notice expressly retained separate arrangements for amendments, bridging or change-of-status work-permit cases, new volunteer permits, renewals and cancellations through Client Services or the stated work-permit email channel. It also identified a separate New Entries route for returning-resident and offshore re-evidencing cases. Use that distinction to ask the employer which current service applies. A worker extending an existing permission should not automatically create a new general application simply because that is the most prominent portal option.
Register the sponsor before preparing the worker’s application
The Sponsor Portal User Guide for Employment distinguishes the employer’s registration from the later employee application. It requests IPA incorporation or registration evidence, an IPA good-standing certificate, an IRC tax identification certificate and a PNG-based address. It also specifies a sponsor email different from that used for other migration services. The business should confirm that this account is approved and accessible before relying on it to submit a recruitment file.
The guide then takes the sponsor through permit, personal, passport, travel, alias, history, address, emergency-contact and checklist stages. It explains that an application labelled incomplete can still be processing, rather than necessarily awaiting another upload. Use the guide to interpret the portal and preserve the reference number and official correspondence. It also describes a grant letter as the travel evidence alongside the passport, so a sponsor-account approval or payment receipt should not be represented to the worker as the employment-visa grant itself.
Resolve the medical and police-document checklist before travel
The PNG High Commission in Malaysia’s visa resource lists employer sponsorship, an entry-permit form, a work-permit letter, a photograph and police and medical reports for employment cases. It specifies six-month validity for police and medical reports and identifies a general examination, chest or lung X-ray and HIV laboratory report. Those published requirements help the employer identify which records need preparation and whether older documents are approaching expiry.
The mission page also describes dependent applications separately, requiring the principal’s employer support and work-permit evidence. It lists an additional RM250 service fee per applicant and says visa fees are not refundable. Because this consular checklist coexists with the newer combined online employment process, confirm which mission handling and charges actually apply to the chosen route. Do not add a consular service fee to every online case automatically, or assume an accompanying family member is included in the principal worker’s approval.
Arrival formalities do not replace employment permission
The UK government’s PNG entry guide describes the separate Digital Arrival Card requirement introduced on 1 October 2025. It says all travellers must submit the free online card within 72 hours of arrival. That is a border form, not a work-permit application or permission to accept employment. Use the card link in the official entry guide close to travel, after checking that the worker holds the correct immigration approval.
For British citizen passport holders, the same guide requires at least six months’ passport validity beyond arrival. Its visitor and arrival-visa information should not be substituted for employment permission. The resources reviewed do not establish one complete current fee total or guaranteed decision date for all nationalities and permit types. Employers should obtain the assessed charges and current processing instructions through the relevant official channel before promising a start date. The VisaWand editorial team edited and checked this guide. The practical sequence is to settle the case category, confirm sponsorship, prepare valid evidence and verify the individual grant before travel.
