Use the electronic process that has applied since April

Poland’s MOS residence-application system has accepted electronic submissions for covered temporary, permanent and long-term EU resident permits since 27 April 2026. This current filing guide reviews an existing change for applicants preparing autumn applications. It does not announce an October launch or imply that opening an account establishes residence eligibility.

The Mazowiecki provincial office’s implementation notice explains that covered paper applications received after 26 April are not examined; the mailing date does not preserve the former procedure. Applicants should therefore identify the correct channel before posting a printed form. A person with an earlier pending case should distinguish that case from a new application instead of automatically filing a duplicate through the replacement system.

Identify exceptions before assuming every application is online

The Office for Foreigners’ MOS questions and answers identifies paper exceptions, including intra-corporate transfer and specified long-term mobility cases. It also excludes specified family applications where the person concerned remains outside Poland. These exceptions depend on the legal category and the applicant’s location, rather than the nationality of the person helping complete the form.

The same resource says earlier applications received before the new portal launched continue through their existing proceedings. A family member in Poland should check the specific overseas-family exception before attempting to create a standard online application for someone abroad. MOS is a residence filing channel, not a consular entry visa or an automatic authorisation to take employment.

Set up personal identity access before the filing date

The MOS guidance requires a new account even if the applicant used the previous portal. Applicants log in personally through login.gov.pl. A representative may help while the applicant uses their own account, but cannot create or use the applicant’s account as their own. Do not hand over login credentials simply because someone offers application assistance.

The government’s trusted-profile instructions explain that a valid confirmed profile can authenticate a person to public services and sign electronic documents. The page links user instructions covering registration, confirmation, profile management and forgotten credentials. Use that resource to resolve identity-access problems before the application becomes urgent. Authenticating identity and signing the completed application are purposeful steps; a scanned handwritten signature is not interchangeable with the required electronic signature.

Collect the correct attachments and payment evidence

The Office’s system-information page lists a current digital photograph, digital copies of all pages of the valid travel document, and payment evidence. Depending on the residence purpose, an employer, higher-education institution, traineeship organiser or volunteer organiser must electronically sign the relevant attachment. Provide the correct organisational email address so the request reaches the person responsible.

MOS access itself is free. The same information page lists stamp duty ranging from PLN340 to PLN640 according to the permit and a PLN100 residence-card charge. Those are not a single universal application price. Check the legal category and payment instructions before transferring money, then retain the electronic payment confirmation for upload. The portal is not a reason to pay an intermediary merely to obtain access.

Submission evidence and later attendance remain essential

The provincial implementation notice describes the official receipt, UPO, generated after submission and the subsequent certificate replacing the former passport stamp. Its notice also warns that the office may still call the applicant to provide fingerprints and supplement information. An online filing process therefore does not remove the need to respond to a later personal-attendance request. Lublin’s provincial MOS instructions say the signed application must be sent by the last day of lawful stay and free of formal defects for the described continuation of lawful residence. The later certificate records that position; it does not create it. Use those instructions to distinguish completing, signing and actually sending the form.

The MOS questions and answers describes a special rule for an official system outage on the last day of lawful stay: submission must follow within three working days after availability is restored. Check the Office’s published outage notices; a personal computer failure should not be assumed equivalent. Applicants should prepare early, secure third-party signatures and verify successful transmission rather than relying on a saved draft, an unpaid form or a representative’s verbal assurance that filing is complete.
