Establish the receiving university’s route before withdrawing

An international student planning to move between universities in Russia should ask the receiving institution’s admissions and visa offices to assess the proposed move before ending the current course. Academic acceptance and immigration arrangements are separate decisions. Published university instructions differ materially, so this guide compares institutional procedures rather than claiming that one university’s checklist establishes a universal right to transfer a visa.

Kazan Federal University’s transfer page states that a student changing Russian universities must leave and re-enter with a visa based on the new university’s invitation, with an exception for Russian government scholarship recipients. That is Kazan’s published instruction. A student considering that institution should resolve the travel and invitation arrangements with [email protected] before assuming an existing visa will be extended locally. The page does not establish a transfer assessment fee or a guaranteed invitation date.

Check the intake window and send an academic file

Peter the Great St Petersburg Polytechnic University publishes a self-funded spring-semester transfer and readmission window of 15 October–13 November 2026 for its visa-regime category. It separately lists 15 October–15 January 2027 for the non-visa category and holders of a valid study visa. Ask admissions which listed category applies to your existing documents; do not choose the later date solely because you have visited Russia before.

Its transfer procedure starts with passport and visa copies, selected programme and present location. The subsequent file includes migration documents, current enrolment, the study plan and transcripts, previous education evidence and relevant translations, and the current university’s visa-office contact. The institution compares the studies and checks the file through its academic, visa and credential offices. Contact [email protected] to establish the appropriate file and programme before requesting withdrawal from the current institution.

Graduation followed by admission is a different question

HSE University’s visa-extension guidance distinguishes a graduate arriving from another institution from someone simply continuing their studies. It says bachelor’s, master’s and specialist graduates entering HSE after another university must leave Russia and obtain a new study visa in their citizenship country. It gives a different instruction for graduates of an international preparatory-year programme, saying their visa can be extended without leaving.

HSE’s categories should not be substituted for Kazan’s transfer wording or Polytechnic’s academic process. Give the receiving offices the previous programme, completion or transfer status, nationality and visa details. For an unfinished-course transfer, ask that exact question. No direct clarification was obtained about an individual case.

Keep the existing immigration documents within their own deadlines

Polytechnic’s separate extension page requires visa papers between 90 and 45 calendar days before visa expiry and migration-registration extension papers at least 30 days before registration expiry. These are the institution’s filing instructions, not extra time added to the residence period because a transfer application is pending. A spring admissions deadline can therefore fall after the point when your existing immigration documents already need attention.

Its visa file includes the passport and required copies, registration, migration card, photographs, enrolment-order extract, certified study-contract or scholarship-referral evidence, completed application and state-duty payment evidence. The page says the passport remains with the department during extension and advises against buying travel tickets in advance. Coordinate any planned departure with the department holding the passport. Polytechnic lists [email protected] for its Passport and Visa Department; confirm the handling of your current permission before relying on academic acceptance.

Separate invitation, visa charges and tuition arrangements

Polytechnic’s general Visa Support page describes an invitation followed by a consular student-visa application for those entering from visa-regime countries, and subsequent university migration registration. It also says a tourist visa is not eligible for its training and registration procedure. A tourist booking should therefore not be treated as a substitute for the study-document route while the transfer is being considered.

HSE publishes a 6,000-rouble extension fee with payment details supplied through its appointment process. This does not establish every consular visa charge. Obtain the assessment for your own transaction and separate it from tuition and credential costs. No all-inclusive transfer price or automatic extension of lawful stay was established.
