Match nationality to the correct arrival permission

Rwanda allows citizens of all countries to obtain a visa on arrival, but the fee and permitted stay depend on the relevant nationality arrangement. This current guide explains the established system, which the Directorate General of Immigration and Emigration dates to 1 January 2018. It does not present that longstanding policy as a new announcement or treat every traveller as entitled to the same stay.

The directorate’s arrival guidance gives citizens of African Union, Commonwealth and La Francophonie member countries a fee waiver for a 30-day visit. East African Community citizens receive a free pass or entry visa for six months. A separate named-country arrangement grants 90 days free of charge, including Indonesia, Ghana, Singapore, Mauritius and Qatar. Check the complete official list against the actual passport; membership of one grouping should not be used to infer a longer permission available under another arrangement.

Choose between a Rwanda visit and three-country tourism

The General Information resource explains the East Africa Tourist Visa for tourism in Rwanda, Kenya and Uganda. It costs US$100, lasts 90 days and permits multiple entries while remaining within those three countries. If obtained before travel, the first entry must be through the country that issued it. A traveller applying through Rwanda should therefore plan the first entry accordingly.

That regional permission is distinct from a free Rwandan arrival visa. Neither the ordinary visitor visa nor the East Africa Tourist Visa authorises employment. The directorate’s general guidance also requires sufficient funds for the visit and warns that proof can be requested online, at a diplomatic mission or at the border. Approval of a tourist application should not be treated as permission for a paid job.

Prepare the online application and supporting files

IremboGov’s visa-application instructions, updated on 27 August 2026, explain the advance online option. Applications are possible with or without an account. Select Visa Application under Immigration and Emigration, choose the appropriate visa type and provide the applicant, demographic and travel information. Anyone uncertain about the visa category is directed to the immigration office before applying.

Common attachments are an application letter, passport biodata copy and a white-background photograph; the exact set varies by category. The guide specifies JPG for the photograph and PDF for the passport and letter, with a 500KB size for each. Check the current upload fields rather than assuming a document accepted for another visa category is sufficient. Provide a working email address and telephone number so application-status messages can reach you.

Confirm the charge and keep the application record

The arrival page says ordinary single-entry visa fees must not exceed US$50 and multiple-entry fees US$70. These figures should not be substituted for the separately priced US$100 regional tourist visa. Fee-waived applications also remain subject to immigration processing: a zero price is not unrestricted admission.

Irembo’s instructions say a paid application generates a billing reference, with online Visa or Mastercard payment or the stated Bank of Kigali option. A free application is sent directly for processing. The service describes four days for processing, which travellers should treat as published service guidance rather than a guaranteed outcome for a particular departure. Keep the reference and payment evidence.

Check documents, border conditions and the extension deadline

For British citizen passport holders, the UK government’s entry guidance specifies six months of passport validity after arrival and at least one blank page for stamps. It confirms the free Commonwealth 30-day arrival visa. Yellow-fever vaccination evidence is required when arriving from a listed transmission-risk country; the journey taken matters as well as nationality.

The same UK resource warns that Rwanda–DRC crossing hours can vary and identifies health screening and border restrictions associated with the DRC Ebola outbreak. Check the latest local position before using a land crossing. For a longer stay, immigration’s General Information page says to apply while the existing visa remains valid; Irembo directs people already in Rwanda to Renew Visa or the appropriate permit service, rather than a fresh entry-visa request. The individual permission’s expiry is the practical deadline, not the expiry of a flight booking.
