Choose the employment class before preparing the online request
Rwanda's employer-sponsored skilled workers should identify the H2 employment category before submitting a residence-permit application. The Directorate General of Immigration and Emigration, DGIE, describes H2 as a permit for a sponsored foreign worker with the required qualifications or relevant experience. It is distinct from H1, which relates to an occupation on the demand list. This is a current procedural guide, not an announcement of a new recruitment programme or a newly opened occupational quota.
The employment page lists other classes for government employment, technical assistance, journalism, regional workers, international organisations and specific assignments. A contract described informally as skilled work does not settle the appropriate category. Use the DGIE employment page to compare the actual employer, role and qualifications, then select that class in IremboGov. If the category is uncertain, the platform's instructions direct applicants to DGIE for clarification before applying. That is preferable to paying for a class chosen solely because its checklist appears shorter.
Arrival and renewal have separate short deadlines
DGIE's general permit information gives first-time residence applicants a 15-day grace period after arrival, after which penalties apply. It separately describes a five-day period after permit expiry to depart or renew without a penalty, warning of penalties and possible refusal beyond it. Plan to act before expiry rather than treating the later grace period as the normal renewal window. Record the arrival date, entry permission and current permit expiry so that these different limits are not confused.
IremboGov's permit FAQ distinguishes a visitor visa from the permit used by international workers, investors and entrepreneurs, and describes applying for the permit after arrival. That filing sequence does not establish that a visitor may begin the proposed work immediately. Verify the correct entry and employment basis with DGIE before the contractual start. An online support instruction about when to apply cannot replace the conditions printed on an individual's visa or permit, and a pending request should not be treated as a new permission already granted.
Prepare certified qualifications and the employer’s evidence
For a new H2 application, the DGIE employment resource lists certified academic certificates, an original police clearance covering the previous country of residence for six months, employment contract, employer recommendation and a detailed CV. Its H2 renewal list identifies the contract and employer recommendation. Use those category-specific requirements alongside the general requirements and any documents requested for the individual case, rather than assuming a shorter renewal list waives every identity check.
DGIE's general guidance requires diplomas, police clearances and civil-status certificates to be officially translated into English or French, and says police clearance should be original. Immigration officers may certify other copies when originals are available. IremboGov's submission guide specifies a white-background photograph in JPG and passport and certificate scans in PDF, generally within 500 KB per attachment. Check readability after reducing a file: a technically accepted upload that obscures a qualification or passport detail may still leave the evidence inadequate.
Reconcile the fee, payment reference and collection notice
The DGIE employment page lists a standard H2 processing fee of RWF 150,000 and validity up to two years. Its general permit page says EAC citizens do not pay residence-permit fees, so confirm the nationality-based treatment in the actual application rather than assuming every sponsored worker pays the standard amount. Processing charges are non-refundable if the request is refused or withdrawn. Fee exemption is not an exemption from proving the permit category or employment conditions.
IremboGov allows a permit application with or without an account, using the applicant's nationality, travel document and valid contact details. Paid applications generate a billing reference; free applications go directly to DGIE for processing. Keep the submission and payment references and follow the official notification about collection. The guide states a seven-day processing indication, which should not be treated as a guaranteed approval or start date. DGIE also requires written notification when a work-permit holder changes employer, with the previous employer's resignation or termination letter at renewal. Check that obligation before relying on a new contract under an existing card. Confirm the individual conditions directly with DGIE.
