Student employment has its own permit category
Rwanda’s immigration directorate lists P2 permission for foreign higher-education students seeking holiday work and foreign students who have just completed studies. This current-rule guide distinguishes employment permission from study admission.
The Study and Research page asks new P2 applicants for an employment contract, a detailed curriculum vitae, the employer’s recommendation and an original police clearance from the country of residence during the previous six months. Recent graduates also need their academic certificate. It lists a RWF 20,000 charge and validity of up to one year.
The same resource distinguishes U1 study permission and U2 occupational training. A placement intended to enhance professional skills is not necessarily the same as a holiday job. Use the category descriptions with the school and proposed employer to identify the appropriate application before work starts.
Residence permission authorises the activity stated in the permit
The ministerial immigration order published in the Official Gazette on 30 May 2019 supplies the legal framework. Its Class P2 description limits the permit to the specified student or recently completed-study situation and a maximum year. Class U1, by comparison, provides a year for study, renewable in accordance with admission for another academic year.
Article 18 states that a temporary residence holder may perform work, business, investment or another activity authorised by the actual permit. The wording does not turn every type of temporary residence into unrestricted employment permission. The same article provides multiple entry for temporary residence holders and limits employment-related validity by the employment contract’s duration.
For example, a student with a holiday offer should compare that offer and its dates with P2, rather than rely only on a U1 study document. This is an illustration of the categories, not a conclusion that any particular job or applicant will be approved. DGIE determines the appropriate permission from the actual evidence.
Prepare originals, translations and the applicable fee
DGIE’s General Information page says police clearance must be original and relevant diplomas and civil-status or police documents must have official English or French translations. Immigration officers can certify copies of other documents when the applicant has the originals. Scanning a certificate for online submission therefore does not remove the need to retain the underlying evidence.
East African Community citizens do not pay residence-permit fees under that general guidance. The published P2 amount should consequently not be assumed to apply without checking nationality-based exemptions. Processing charges are not refunded if an application is denied or withdrawn.
The general page describes a 15-day grace period after arrival for first-time permit applicants and five days after expiry to depart or renew without penalty. Students should prepare promptly and resolve their individual immigration dates with DGIE, rather than regard a grace period as permission to begin employment. Late filing can attract penalties and affect an extension. The page provides permit-service contacts for unresolved category and document questions.
Submit the right class through Irembo and retain the notification
IremboGov’s How to Apply for a Permit guide explains the digital procedure. Under Immigration and Emigration, select Permits and the application request, then enter demographic details, the permit class and travel-document information. Common uploads include the passport personal-details page, a white-background photograph and the application letter, with additional records determined by the selected category.
The guide specifies JPG for the photograph and PDF for the passport and certificates, with a 500KB limit for each listed attachment. Check the selected class before uploading: choosing a different category can produce a different document list. A valid phone number and email address are needed for communication.
After verifying and submitting, a chargeable application generates a billing identifier for payment. Exempt applications go directly for processing. Following successful submission and payment where required, DGIE sends instructions for collection. Irembo publishes a seven-day processing time, but that should not be used to promise a work-start date. Confirm approval and the permitted activity before taking up the holiday job.
