Check local reception and address instructions with civil registry
For a French child living in Saint-Barthélemy, the Collectivity’s passport checklist identifies civil-registry services in Gustavia and Lorient, with contact on 05 90 29 80 43. Two official checklist versions give different reception arrangements and different address-entry codes: one says 97701 with manual entry in the pre-application, while the other says 97700. Ask civil registry which applies.
The local material also recognises applicants living on boats: it lists a recent harbourmaster’s attestation, boat ownership or current rental evidence and boat insurance. Families in that situation should identify these address documents before their appointment. The checklists request originals and copies and two photographs.
Finish the pre-application with an in-person appointment
France Titres’ first-passport instructions say to create or access an ANTS account, select identity card and/or passport, identify the minor’s situation and complete the personal and parental details. Retain the resulting pre-application number or QR code and preferably print the summary for the appointment. Completing those fields is preparation for the counter visit, rather than a passport application completed entirely online.
The agency publishes a twelve-month validity for the online pre-application, within which the request must be finalised in person. This is not a twelve-month production time or permission to travel. It also says the passport must be collected from the office where the application was lodged. A tax stamp can be bought before or during pre-application, but its amount must match the applicant’s age on the day of the counter submission. Check that point if the child has a birthday before the available appointment.
Prepare the child’s and representative’s identity evidence
Service Public’s first-passport guidance requires the child and legal representative to attend together for submission, including for a baby. The required file depends on the child’s existing identity card, the parents’ situation and who exercises parental authority. A typical file includes the child’s identity card, the submitting representative’s identity document and address proof; delegated authority requires its supporting legal document.
If the child has no identity card, check whether birth-record information is transmitted electronically before ordering a paper record. The guide calls for a birth record less than three months old where the relevant electronic transmission is unavailable, and nationality evidence if nationality cannot be established from that record. At collection, children aged twelve or more must attend with the representative; younger children need not. Collect within three months of availability to avoid destruction. A minor’s passport lasts five years, even if the holder becomes an adult meanwhile.
Use a compliant photograph and resolve the quantity difference
The current national photograph guidance, verified on 8 October 2026, says one photograph is required for an identity-card or passport application, compared with the local checklists’ two. Confirm the quantity requested locally when arranging the appointment. An additional copy does not cure a photograph that fails the technical rules.
The national rules require a recent, recognisable photograph taken by an authorised professional or approved booth: 3.5 by 4.5 centimetres, a clear plain background other than white, uncovered head, visible open eyes and neutral expression with the mouth closed. The face must occupy the prescribed space, without shadows or an obscuring fringe. Glasses are optional; if worn, their frames must not hide the eyes and lenses must not be tinted or reflective. The guidance warns that a noncompliant photograph prevents issue.
Buy the passport stamp for the correct age band
The official passport-stamp service lists €17 for a child aged zero to fourteen and €42 for a child aged fifteen to seventeen for applications in France, matching the amounts in the Collectivity’s checklist. These are passport charges, separate from any photography or document-copy costs. They should not be replaced with the higher consular-abroad amounts merely because Saint-Barthélemy is geographically distant from mainland France.
For a separate online stamp purchase, select Passport, specify the application location and stamp category, choose receipt by text or email, pay by bank card and download both the stamp and payment evidence. The purchase does not reserve an appointment. No current local appointment waiting time or guaranteed passport-production deadline was established by the reviewed sources.
