Employees renewing residence cards in Saint-Martin should check whether paper filing applies

The prefecture’s digital rollout excluded salarié renewals, and its appointment menu still offers renewals outside ANEF.

Check the wording on the card before selecting a service

A non-European employee already living in Saint-Martin with a card marked salarié should check the prefecture’s renewal instructions before sending documents or starting a general online request. The prefecture’s rollout notice, dated 29 August 2024, moved most residence renewals and changes of personal circumstances to ANEF from 1 September 2024, but expressly excluded salarié renewals and first residence applications.

For those excluded categories, the notice retained paper filing at the prefecture in Concordia. It otherwise stopped accepting paper renewal files for the categories transferred online. Therefore a general statement that residence renewals use ANEF does not answer this employee’s filing question. Use the local appointment menu and clarify the category if the card has different wording, rather than assuming the salarié exception also covers every other work-related residence title.

Prepare evidence for continuing in the same job

Service Public’s employee-card renewal guide says a worker continuing in the same authorised job should apply at the home prefecture no later than two months before the card expires, checking the local filing procedure. Its checklist includes the valid residence card, passport identity, validity, visa and entry-stamp pages, address evidence less than six months old and photographs.

For employment, it asks for the authorisation corresponding to the job and employer social-declaration or activity evidence, including the stated twelve-month activity alternative. A private-household employer has a different conformity-document option. The national employee-card page publishes €350, comprising €300 tax and €50 stamp duty, with payment evidence requested at collection. Confirm the charge applicable to the actual renewal before buying stamps. The same page warns that it is being updated following changes effective on 30 October 2026; do not rely on its older refusal-time wording to calculate an appeal deadline.

Book the appointment for renewal outside ANEF

The prefecture’s appointment page separately lists a slot for submitting a residence-renewal dossier outside ANEF, with a fiche de renseignements. It also lists different bookings for first applications, help with online procedures and collecting an issued card. Choose the renewal-submission service when preparing that file: a collection appointment is not the place to lodge it, and digital-help availability does not itself change the filing channel.

The official office directory gives the Saint-Martin state-services address as 23 rue de Spring, Concordia, 97150 Saint-Martin, and says public reception is by appointment. It identifies a Wednesday 8:30–9:30 a.m. walk-in period specifically for renewing récépissés. That limited window should not be treated as general permission to submit a new card-renewal dossier without a booking. Check the live appointment instructions for required forms and any changed reception arrangements before travelling to the office.

Check the actual provisional document and its expiry

Service Public’s récépissé guidance explains that a complete prefectural residence application can produce this provisional document, proving registration and authorising stay for the period printed on it. For a renewal or duplicate, the guide describes three months beginning the day after the previous card expires, with possible renewal. This is the published provisional-document rule, not a guarantee that the replacement card will be ready within three months.

A renewal récépissé extends the rights attached to the preceding residence document under the general rule. Check what was actually issued and its dates, and arrange renewal if it nears expiry while the case remains unresolved. A booking confirmation or a packet prepared at home is not an issued récépissé. The national page also distinguishes ANEF attestations from paper-process récépissés, so applicants redirected to ANEF should identify the particular attestation received. No universal local completion timetable or travel entitlement for every interim document was established by these sources.

For an online case, Service Public’s separate attestation guide says the immediate attestation de dépôt neither proves lawful stay nor authorises work. The attestation de prolongation d’instruction is a different provisional document; for a renewal it permits work only where the card being renewed authorised employment. Check the document’s exact name before giving it to the employer.
